2 German Adaptation Strategy (DAS) Adopted by in December 2008 Adaptation Action Plan 2011 Progress report to provide a broad overview on the advances Indicator-based monitoring report: – How does CC affect natural and socio- economic systems? Which impacts of do we already recognize? → Impact indicators – How do we act? 6 Requirements on the process Target group: political decision-makers and those members of the public who are interested and/or affected Transparency of the selection process necessary for scientific and political acceptance Involved actors: Federal Environmental Agency (lead), consultant, governmental agencies on national and federal level, non-governmental organizations, academia, private organizations. 7 System is based on existing data  collaboration with governmental and non-governmental data providers necessary Broad acceptance needed (principle of ownership): Science: small expert groups focussed on the action fields, intensive bilateral consultations, workshops  elaborating joint products: indicator factsheets and contributions to the report  almost 400 people involved Political sphere: all the federal ministries and federal states are invited to comment on the detailed indicator proposals Non governmental institutions also provide data Supporting LDCs to advance their National Adaptation Plans Asia Regional Training Workshop Session 6 Indicator-based Monitoring for the German Adaptation Strategy Stakeholder involvement

8 Collected data – More than 100 indicators (partly including additional sub- indicators) based on existing data – Indicators ready for implementation, every indicator is agreed on the scientific level, political level under review Most important data gaps  Industrial and banking sector: Only some singular enquiries carried out, but no regular data collecting activities, often specific measures not yet existing  Soil: large monitoring projects, but not fully harmonized data  Some indicators only available on the federal level Supporting LDCs to advance their National Adaptation Plans Asia Regional Training Workshop Session 6 Indicator-based Monitoring for the German Adaptation Strategy Results

12 In contrast to clearly defined CO 2 - reduction targets there are no quantifiable adaptation targets in general Monitoring approach on the federal level At the recent state of the adaptation process a systematic evaluation of the DAS is not possible Supporting LDCs to advance their National Adaptation Plans Asia Regional Training Workshop Session 6 Indicator-based Monitoring for the German Adaptation Strategy Main challenges

13 Main target: avoiding additional operating expenses  No new programs for adaptation M&E system  Strengthening specific data interpretation activities (e.g. erosion risks, biodiversity)  Making additional benefit from already existing data Aligning the adaptation reporting with other reporting requirements  E.g. making use of data from EU Habitats Directive, EU Water Framework Directive,  Common indicators with other nationwide indicator systems (on sustainability and biodiversity)  Difficult due to partly very specific adaptation issues Task sharing  Indicator based report as a joint product of all sectors  all make contributions („a problem shared is a problem halved“)  Centralized coordination envisaged Supporting LDCs to advance their National Adaptation Plans Asia Regional Training Workshop Session 6 Indicator-based Monitoring for the German Adaptation Strategy Capacity needs for M&E system
