Underpinning the credibility of measurement results : How to combine skills of both OIV and international measurement infrastructure Oenology - Nutrition & Health - Methods of analysis Unit J. Claude Ruf, Ph.D. - OIV Oenology - Nutrition & Health - Methods of analysis Unit J. Claude Ruf, Ph.D. - OIV Intergovernmental Organisation Workshop on Comparability and traceability in food analysis 18-19 November 2003 - Sevres (France) 1

Overview r The wine sector : its economic value r The OIV : background information r Two examples r Collaborating with a metrology institute : how OIV profited r Future outlook 2

the wine sector : its economic value 70,5% 17,8% 4,9% 4,0% 2,9% 2001 266,1 10 6 hl Europe America Africa Asia Oceania % of different products in the UE final agriculture production Wine production 3

OIV - IRMM structures OIV : Intergovernmental organisation 47 member states Missions: - to assist other international organisations especially those which carry out standardisation activities; - to contribute to international harmonisation of existing practices and standards and, as necessary, to the preparation of new international standards OIV : Intergovernmental organisation 47 member states Missions: - to assist other international organisations especially those which carry out standardisation activities; - to contribute to international harmonisation of existing practices and standards and, as necessary, to the preparation of new international standards IRMM : is part of the Directorate General - Joint Research Centre of the European Commission Missions: - The mission of the IRMM is to promote a common European measurement system in support of EU policies, especially health and consumer protection, environment, agriculture, internal market and industrial standards IRMM : is part of the Directorate General - Joint Research Centre of the European Commission Missions: - The mission of the IRMM is to promote a common European measurement system in support of EU policies, especially health and consumer protection, environment, agriculture, internal market and industrial standards 4

A partnership based on strength of OIV IRMM Expert in wine matters and wine methods links to wine sector institutes knowledgeable on those issues that are key to quality & safety Experts in reference measurements & materials links to metrology, accreditation, standardisation bodies knowledgeable on best practice in measurements across sectors 5

Common interest : Reliable measurement results Measurements are used to make decisions - in trade - consumer protection OIV goal : result from Chilean lab equivalent to that from France … Creating confidence in measurements : - by showing that best practice is followed - by having a transparent system 6

OIV : long tradition in measurements Sub-commission on Analysis (since 1935 mod.1954) OIV produces standardised methods (compendium) OIV members perform validation of these methods on interlaboratory tests Strong link with networks of field laboratories, national regulation systems, and with international organisation (e.g. Codex Alimentarius, CEN, ISO, AOAC, IAM ) 7

Measurement result quality : some key issues Quality of a result : responsibility of individual laboratories in member states Laboratory competence assessment : OIV stimulates use of accreditation How equivalent is measurement capability across the world ? Diffic ult to assess for OIV 8

Example 1 : The European project REFMAT OBJECTIVES: Establishing field reference materials for the authentication of food and beverages by isotopic analyses D and 18 O of water 13 C of sugar and ethanol Certification of 5 Reference Materials suitable for isotopic analysis of wine, alcohol, fruit juices and sugars. Improve the comparison of isotopic determinations in enforcement laboratories funded by the DG Research of the European Commission (SMT3 - CT96 – 2086). 9

Example 2 : IMEP-16 41st Meeting of the OIV sub-commission of methods of analysis u Presentation of the International measurement Evaluation Programme (IMEP-16) concerning lead in wine - 160 laboratories, 40 countries - Lead concentration: 27 0.33 µg/l see http//www.irmm.jrc.be/imep u aim : global assessment measurement capability 10

Assessing the quality of results of measurements : IMEP-16

13.6 16.3 19.0 21.7 24.5 27.2 29.9 32.6 35.3 38.1 40.8 -50 -40 -30 -20 -10 0 10 20 30 40 50 Pb amount content Results from all participants with indication of the results of the OIVV members IMEP- 16: Pb in wine Certified value : 27.18 ± 0. 33 µg·L [U=k·u c (k=2)] 5 'less than' values 11 values below -50% 28 values above 50% OIVV members 12

BIPM-CCQM pilot study 12 ±50% 13

Conclusions : how did OIV profit ? Link with a community previously unknown, opportunities for symbiosis Reference Measurements and Materials is not OIV core business : profit from core business of others Exposed to best practice : designation of laboratories (e.g. control, inspection, reference laboratories) should ideally be backed up by demonstrated competence 15

Conclusion : further prospects Scope for further strengthening link with metrology infrastructure via appropriate projects –interlaboratory comparisons –appropriate wine CRMs –appropriate training of laboratories and end- users (e.g. enforcers, regulators) 16
