3. Workshop Goal Determine if local communities want to plan for regional sheltering and, if so, begin discussion of how regional sheltering will be coordinated.

4. Workshop Objectives Review required functions of shelters in New Hampshire. Confirm roles, responsibilities, capacity, and procedures of entities with primary and support roles in shelter planning and operations. Identify resources available to support required functions of shelters in New Hampshire. Identify key coordination issues involved in regional shelter planning and operations.

5. Assumptions Local government is ultimately responsible for emergency sheltering. Other organizations may be available to support sheltering. People living in a residential facility (licensed or unlicensed) are the responsibility of that facility. Provisions for animal sheltering (on or off site) will be provided. Functional Needs Support Services will be provided. Resources will be scarce within the first 72 hours at the level at which the emergency is occurring (i.e. local emergency, local resources will be scarce but regional or state resources may be available).

6. General Population Shelter includes: Food/Water Bedding Sanitary Facilities Safety Access Comfort (heat, cooling)

7. Integration & Access Stafford Act, Post Katrina Emergency Management Reform Act, and Federal Civil Rights Laws mandate integration and equal opportunity in emergency programs, services, and activities Pets Evacuation and Transportation Standards Act – mandates rescue, care, shelter, emergency needs of household pets and service animals If you don’t plan for these functions you won’t be eligible for reimbursement!

8. Medical Needs TRIAGE Acute Medical/ Needs skilled nursing care Remains in shelter with support services Call 9-1-1 Needs support to maintain independence Medical Emergency Goes to nursing facility*, ACS, or established care provider continues care at shelter *Seek MOU before emergency

9. Functional Needs Support Services “Services that allow an individual to maintain independence in a general shelter” Reasonable modifications to policies, practices, and procedures (refrigerating breast milk; gluten free/sugar free food) Durable medical equipment (wheelchair; oxygen concentrator) Consumable medical supplies (basic first aid; diabetic test strips) Personal assistance services (mobility, eating, dressing, bathing/toileting, communication assistance) Other goods and services, as needed.
