4 HISTORY WWII-ES mobilized the nation’s defense industry
1960s-emphasized training and the upgrading of applicants’ skills-Manpower Development and Training Act of 1962

5 HISTORY 1980’s-promoted the labor exchange concept, emphasizing general placement activity and employer services Microfiche – by the time the microfiche was sent to the local offices, the jobs were already filled.

6 HISTORY 1990’s, the Wagner-Peyser funded public labor exchange became a core component of the new Workforce Development System JIS Job Information System-dumb terminals, mainframe system.

7 HISTORY 2000 – WP became the universal access component of the One-Stop Career System 2004 – OSMIS WP 2005 – EFM 2007 – EFM roll-out Osmis for WP was December 6, 2003. March 1, 2005 Florida introduced EFM as a self-service system for labor exchange. January 12, 2007 EFM became the management information system for both Wagner-Peyser and WIA.

7(a) PY 2008 grant = $32,835,957 7(b) PY 2008 = $3,648,440 Federal Unemployment Tax Act Generally, employers must pay both state and federal unemployment taxes if: (1) they pay wages to employees totaling $1500, or more, in any quarter of a calendar year; or, (2) they had at least one employee during any day of a week during 20 weeks in a calendar year, regardless of whether or not the weeks were consecutive. Under Wagner-Peyser Act section 7(b), ten percent of the total sums allotted to each state shall be reserved for use by the Governor to provide performance incentives for public ES offices, services for groups with special needs, and for the extra costs of exemplary models for delivering job services. The law required that the MOU’s be performance based and that 15% of the Wagner-Peyser funds be dedicated to performance payments. The funds used for the performance incentives are Wagner-Peyser 7(b) funds that specifically allow the Governor to provide performance incentives for public employment service offices and programs only. Federal formula to allocate funds to the RWBs---weighted 1/3 unemployment, 2/3 Civilian Labor Force

9 BASIC PURPOSE “The basic purpose of the employment service system is to improve the functioning of the nations’ labor markets by bringing together individuals who are seeking employment and employers who are seeking workers.” (20 CFR.652.2)

10 To assist job seekers in finding employment;
Federal Regulations requires that Employment Security Offices (One-Stop Career Centers) have the capacity: To assist job seekers in finding employment; To assist employers in filling jobs; To facilitate the match between job seekers and employers; To participate in a system for clearing between the states; To meet the work test requirements of the state Unemployment Compensation system.” (20 CFR 652.3). Job orders sent to AJB, next year AJB is dissolved. Each state will have own website. Work test for UC-job is suitable and is refused, a communique is sent to UC hub. Benefits may be cut.

12 REGISTRATIONS It is necessary to the extent possible, that all job seekers that are authorized to work in the United States be registered in the W-P reporting system. Job seekers may be registered upon contacting the labor exchange through the One-Stop delivery system or as required by State law or policy. Job seekers receiving staff-assisted-services funded under the Wagner-Peyser Act must be registered in the Wagner-Peyser reporting system. Job seekers who use self-services or facilitated self-help services also may be registered, but this is not required.

Participant does not receive a service funded by the W-P Program or a partner program for 90 consecutive calendar days (Federal definition) Actual exit date is the date of the last service provided

15 Entering Data Job seeker services are to be entered in EFM at the time they are provided. EFM does not allow backdating of services beyond 15 days. Multiple services can be provided to job seekers on a daily basis. However, only one service of each type may be added during a one-day period. After 15 days, the Regional Security Officer can backdate or make necessary changes.

Used to be the Profiling program. PREP is scheduled at fifth week of claim. Must have received first payment. Regions 8, 17, 20, 21, 23 and 24 have the project currently.

20 ENTERED EMPLOYMENT A job seeker (not employed) who receives a workforce service and then has no service for 90 consecutive calendar days becomes an exiter as of the date of last service. If a match is found with UI wage data in the quarter following the exit quarter, credit is given for an “Entered Employment”. Federal Long-Term Measure/Balanced Scorecard (Common Measures)

21 ENTERED EMPLOYMENT “Entered employment” credit is attributed to the One-Stop Center entering the workforce service which commences participation for staff-assisted services and to the office of record for the participant if self-service. - is prior to the date of hire of the job seeker. The office that provided the service that triggered a new participation.

22 Placement Definition Federal definition 20 CFR Placement” means the hiring by a public or private employer of an individual referred by the One-Stop Centers for a job or for an interview, provided that the employment office completed all of the following steps:
