Stimulate and support big thinking and transformative ideas, especially to establish national centers and major national research programs at OU. Develop a few major cross-campus themes that engage numerous disciplines and hold promise for propelling OU to international prominence. Ran Potentially Transformative Research (PTR) pilot program in Res Council Created Faculty Challenge Grant program and ran first competition ($600K of seed funding) Re-competed USOs and requiring each to submit a major national center proposal by 2015 Working to identify one or two additional pillars for the Norman Campus Developing a clean room in Devon Hall for advanced microelectronics research Proposal Development. Establish processes to nurture ideas and translate them into highly competitive extramural proposals. Vastly improve engagements with Federal agencies, particularly DOD (including restricted research) and DOE, inspiring and incentivizing college and departmental leaders to play a central role in research planning and strategy execution. Improve faculty participation in peer review and agency/foundation advisory committees and play an active role in driving the national research agenda Started the Strategic Initiative in Defense, Security and Intelligence (DSI) Research Started the Center for Applied R&D (CARD) Have submitted numerous proposals to agencies where OU has had little presence Hired a cluster of radar faculty in DSI Received $10.7M I-ARPA grant, $300K NNSA grant CARD is employing a wholly different “SRI” structure will financially incentivize faculty, deans Dean of Engineering and department chairs are actively engaged in DSI Brought in visiting team to evaluate Kessler Farm to broaden use to other agencies (e.g., USDA) Private Foundations. Increase linkages with private foundations, especially for supporting activities in the fine arts, liberal arts, humanities, social sciences, and activities that seek to improve the human condition. OU is submitting more proposals to private foundation (e.g., Mellon) with the assistance of CRPDE Private Industry. Devise a mechanism for more structured and effective engagement in research with private companies, particularly but not exclusively those in Oklahoma, and evaluate the feasibility of special mechanisms for performing certain types of applied research and development. CEO was created to lead OU corporate engagement CARD is building relationships with many companies large and small CARD is focusing on applied R&D and State priorities in aerospace and other areas OU is a partner in a $1.7M project with EDGE and EEC – orders for the new radars already in hand Significant engagements underway with Raytheon, LMCO, Ball Aerospace Inter- and Intra-Campus. Develop mechanisms for all programs, especially those in the fine arts, humanities, liberal arts and social sciences, to become engaged in sponsored research and creative activity and to collaborate across departments and college. Identify a few areas of potential strategic investment, both within and across campuses and involving multiple colleges including Law and Continuing Education, for which international prominence is attainable. Identify opportunities and mechanisms for collaboration between Norman Campus research and OU Outreach sponsored programs. Launched Research Liaison program We have reached out strongly, via CRPDE and the DSI effort, to humanities & social sciences We’re re-structuring the social sciences/weather/climate group The College of Law is participating in climate change and sustainability proposals CCE is partnering with Research on several training opportunities State Agencies. Increase the alignment of research programs with the strategic goals and objectives of State agencies as well as the State’s S&T and EDGE Plans CARD is helping align OU with State priorities in arospace. Other alignments are in place bofuels, water, nanotechnology, biotechnology and STEM education. Started coordinating the activities of all four State Surveys Established the Corix Institute and the Oklahoma Water Survey to focus on water and sustainability

Create meaningful incentives and support mechanisms for faculty to pursue extramural research opportunities and to create opportunities of their own. Identify and remove existing disincentives. Incentive program has been created and approved A special incentive structure is being created for participation in CARD The Research Council portfolio completely revamped to provide release time Rewards. Establish appropriate and meaningful mechanisms to reward success in internally and externally funded scholarship. Ensure that rewards and incentives are appropriately aligned with the diversity of disciplines and approaches in the scholarship enterprise. Create award and recognition programs that highlight faculty achievement and thus help students recognize the importance of scholarly endeavors and inspire them in their own career. Created a VPR awards program A rewards program has been created and approved A $10K bonus is being offered for the first IGERT grant Faculty are highlighted in VPR annual report Directed Resources. Provide financial resources to seed new ideas at the college and departmental levels in ways that are linked to University strategic directions. Develop strategies to support core facilities and major equipment via shared models of engagement with other OU campuses The Challenge Grant Competition provided $600K in seed funding All major facilities now must have business plans for sustainabilty and cross-disciplinary engagement Conducted comprehensive inventory of all campus research equipment and facilities to be proactive in meeting needs and locating funding Have established but not funded a Centers Initiative Standards of Excellence. Raise expectations for achievement and set higher standards for success in research and creative activities, including factors related to quality, participation, productivity, and achievement, applying metrics such as publication impact factors, rankings, and individual’s roles in advancing the knowledge enterprise. Helped create the faculty teaching and research expenditure matrix USO re-competition set a very high bar VPR office now providing impact factors and other metrics for Acad Program Review VPR office now publishing numerous metrics on the web Created a portfolio of prestigious national awards and helping department prepare competitive nomination packages Accountability. Increase accountability at all levels and to a much greater extent base institutional decisions for tenure, promotion, salary, space and other resources on participation, performance and productivity in research and creative activity. High degree of accountability now being applied for USOs, strategic research initiatives, Research Council grantees, Challenge Grant awardees. Substantial work is needed at the departmental and college levels. Planning to acquire a grants management system that will allow everyone to access a wide variety of data via a dashboard

15 Office of the Vice President for Research N ORMAN C AMPUS AND N ORMAN C AMPUS P ROGRAMS AT OU-T ULSABackground The Research Council consists of 15 Norman (and Tulsa) Campus faculty who meet monthly (http://vpr-norman.ou.edu/research-council)http://vpr-norman.ou.edu/research-council In fall 2009, new VPR tasked an ad hoc committee, including the current RC chair and the two past chairs, with conducting a comprehensive review of all internal VPR funding programs and compare with many other universities

16 Office of the Vice President for Research N ORMAN C AMPUS AND N ORMAN C AMPUS P ROGRAMS AT OU-T ULSA VPR Funding Portfolio Current (bold administered by the Council) – PI Research Investment Program (budget ceiling of $10,000) – Arts and Humanities Creative Activity Program – Over $1200 Requests – Small Grant Program – Junior Faculty Fellowship Program – Potentially Transformative Research Program – Book Publication Subvention Program – 1/3 rd Travel Program – Reprint Program Weaknesses – Too many programs  confusing, programs too prescriptive, funding levels too low, expectations and impacts tracking is weak, programs unchanged for several years. Overall, programs not viewed as optimal for helping faculty – Conflicts of interest exist in the review process

17 Office of the Vice President for Research N ORMAN C AMPUS AND N ORMAN C AMPUS P ROGRAMS AT OU-T ULSAOutcome The committee gathered and analyzed a great deal of data and prepared a report in spring 2010, which included several recommendations – Internal funding should be better coordinated among OU units than has occurred in the past. – The RC should develop a more flexible approach to changes in internal funding methods and mechanisms – Specific new funding categories should be immediately implemented. – Funding to support research time should be expanded. – Internal support for potentially fundable projects -- currently supported through PI investment awards -- should be coordinated through the VPR'’s office, in particular by drawing on support from the newly established office to support Proposal Development.

18 Office of the Vice President for Research N ORMAN C AMPUS AND N ORMAN C AMPUS P ROGRAMS AT OU-T ULSAOutcome – A separately budgeted line should be created to support larger grant activities and initiatives. Those would include the following overlapping categories: Innovative and transformational research More expensive internal research projects Multi-year research projects – The VPR office should continue to keep the budget together in relation to different parts of the university – We also strongly recommend that the RC model be continued in which a broad and diverse review team evaluates all proposals. – We recommend continued discussion -- and potential development -- of an endowment that would partially or completely support various categories of RC funding. – There is currently ongoing the analysis of an OU Research Climate survey, to which a number of OU faculty responded in spring, 2010. The findings of that survey, when available and when analysis is completed, should be studied in relation to the recommendations in this document.

19 Office of the Vice President for Research N ORMAN C AMPUS AND N ORMAN C AMPUS P ROGRAMS AT OU-T ULSA Developed after exhaustive study and lots of communication with faculty – Faculty Investment Program (FIP) – Junior Faculty Fellowship Program – Book Publication and Open Access Subvention Program – Faculty Travel Support Program Characteristics of FIP – Budgets up to $15,000 – Far less prescription – goal isn’t necessarily to obtain external funding – Much greater flexibility (e.g., course release if approved, etc) – Proposals less than $3K go to CRPDE  Council focuses on larger strategic investments – Proposals reviewed by Council plus an external (to Council) expert reviewer who has no vote – CRPDE to assist PIs in developing proposals; high expectations/accountability Discussions with Deans, Provost, Faculty Senate Exec; Council will vote at October meeting Notification of new program has been issued and program will launch January, 2012 Conflict of interest policy also developed for implementation in January, 2012 New Research Council Portfolio

20 Office of the Vice President for Research N ORMAN C AMPUS AND N ORMAN C AMPUS P ROGRAMS AT OU-T ULSA Conflict of Interest Policy The Research Council has, for decades, allowed its members to review proposals submitted by colleagues in the same department This hasn’t been a major issue – the Council has operated with great integrity and is VERY thorough and fair in its assessments However, such conflicts – Are inconsistent with national norms and do not set a good example for faculty, especially those early in their career – Are arguably unfair – Cannot easily be dismissed if a proposal review is contested The Council has never operated with a formal review policy, which likewise is undesirable Thus, the Council has developed a COI policy that has been reviewed by the Provost, HSC VPR, ORS, CRPDE, Faculty Senate Executive Committee and Legal Counsel

21 Office of the Vice President for Research N ORMAN C AMPUS AND N ORMAN C AMPUS P ROGRAMS AT OU-T ULSA Key Points: Conflict of Interest Policy Research Council members may not request Council funding during their term of service Research Council members must recuse themselves from the review process (and leave the room) if they are – Are formally appointed within the department(s)/programs(s) in which the principal investigator or other listed investigators has a formal appointment; – Are named as an investigator with the submitting investigator(s) on projects pending before or currently funded by the Council, by other University entities, or by external sources including State and Federal agencies; – Have a financial interest or formal relationship with any company or other non- University organization involved in the proposal; – Are related to the proposal author or coauthor, nominee, or participant in the activity under review; – Believe that participating in the discussion will compromise the integrity of the process.

22 Office of the Vice President for Research N ORMAN C AMPUS AND N ORMAN C AMPUS P ROGRAMS AT OU-T ULSA Review Process Proposal authors will disclose possible conflicts of interest ALL proposals will be reviewed by two Council members (the entire Council always discusses every proposal) ALL proposals will have at least one reviewer who is un- conflicted and generally familiar with the topic area Non-Council reviewers, when used, will not vote Everyone receiving Council funding will be obligated to review three proposals in the two years following receipt of funding

23 Office of the Vice President for Research N ORMAN C AMPUS AND N ORMAN C AMPUS P ROGRAMS AT OU-T ULSA Center for Applied Research and Development (CARD) Mission – Provide a physical and administrative infrastructure to increase substantially applied research and development on the OU Norman Campus Initial Goals – Open new spaces of opportunity for researchers and students across all disciplines – Establish appropriate administrative frameworks (e.g., contract vehicles) that support business processes and personnel on types of applied research and development contracts that are not presently being pursued – More effectively translate research outcomes into practicable solutions for society.

This progress is reflected not in numbers alone, but in scholarly output, achievements and recognition of people – what our University IS! The three Aspire 2020 goals remain valid – transform our competitiveness, engagement and research culture We want to do everything we can to unlock the additional potential resident within faculty in all disciplines to achieve all that is possible for faculty individually and for OU institutionally How does this happen? – Having a solid plan and being strategic – Working together – faculty, chairs/directors, deans, VPs in ALL COLLEGES – Providing necessary resources – Removing barriers, perceived and real, and continuing to change our culture
