3 It Is well known that the success of any institution (organization) in achieving its objectives and achieve the required level of development and prosperity in the performance is largely linked to the administrative leadership, which oversees them. Because this leadership as a tool for meaningful and necessary to mobilize and coordinate the efforts of the Organization's potential physical and human resources to bring it to the performance demands and is done through the following:

4  fruitful and effective interaction with the staff of the Organization.  the ability to organize work and investment to optimize the capacity of workers.  identify and formulate the philosophy and objectives of the policy and strategy of the Organization.  And we can not talk about reform and/or development without taking into consideration the choice of leaders who have the qualities and characteristics which qualify them to lead their organization in an era of rapid changes and global competition and varying expectations of workers and citizens.

5 Common elements for leadership training in the Euro- Mediterranean area characteristics of the administrative leader  personal qualities side: the ability to self-control when necessary self-respect and respect for others positive work the capacity for innovation and creativity initiative dedication to work self-confidence to take responsibility activity and discipline Creativity : is a mental and social process involving the generation of new ideas

6  Knowledge of cognitive side : Information evaluated and organized by the human mind so that it can be used purposefully. A fluid mix of framed experience, values, contextual information, and expert insight that provides a framework for evaluating and incorporating new experiences and information - knowledge of the laws and regulations of the Organization, which works for: - Development of tools to support functional and performance - the ability of applying the information systems and knowledge -- communication through the presentation of ideas clearly and accurately to reach effective results.

7  problem-solving and decision-making: -- - the ability to find appropriate solutions to problems and complex situations within the department or organization - the ability to implement solutions effectively within his administration to persevere in finding solutions the ability to plan : Has a clear vision translated into an action plan according to specific criteria - high flexibility in the management of work and in taking effective decisions the ability of using indirect methods of follow-up the work to prevent problems that hinder the work. - implementation of performance - available for a friendly personal leadership and working to improve performance

8  productivity and time management : - fulfill of the tasks of the dates - the ability to apply quality – influence of his colleagues and subordinates to work to pay the rates specified And - working together (team work).  sharing with others in the information, whether from the team or outside - Participation in collective action effectively To achieve the team's interest before personal gain - share ideas with team members and takes into account the views of others - thinking skills : must have the skills and intellectual abilities and technical  Strategic Initiatives

Look at how employees are measured and evaluated – allocate training resources to support employee performance

12 There is no question that the leadership training reorganization has now become an international phenomenon on a vast and growing scale. "Knowledge sharing" spread by improved information technologies and interpersonal contacts between government sector administrators has led to a certain degree of uniformity among the government responses to a set of common problems to survey briefly the background against which this global phenomenon is taking place.

Mental models include enough information to allow accurate predictions Shared vision applying culture and learning applying Systems thinking: help for solving complex problems, recurring problems, problems that depend on the actions of others, without obvious solutions

And give the trainees certified certificate from EIPA. In addition of counting the European scholarship training”
