What is a Mass Casualty Incident?
A Mass Casualty Incident (MCI) is any emergency where medical services/resources are overwhelmed by the number of casualties Some examples of MCI’s include but are not limited to: Fires Earthquakes Buildings collapsing Bombing(s) (e.g. Oklahoma City Bombing, 1995) Terrorist attack(s) (e.g. September 11, 2001) Etc… Brisbane Police Department

What is an Active Shooter Incident?
An active shooter is: “an armed person who has used deadly physical force on other persons and continues to do so while having unrestricted access to additional victims” Active shooters include so-called "snipers" but not usually suicide bombers Active Shooters have caused a change in law enforcement training and tactics, especially as these persons do not necessarily expect to escape or even survive these situations An Active Shooter is usually unpredictable and evolved quickly Brisbane Police Department

Engages in killing or attempting to kill people in a confined populated area Uses firearm(s) and there is no pattern or method to their selection of victim Brisbane Police Department

Safety meeting Shooter: Sharef Allman, 49 years old Returned to the business during a safety meeting with a .40 caliber handgun and .223 caliber assault rife Fired to shots into the air to grab everyone’s attention Shot his colleagues which resulted in 3 dead and 6 injured Left the business and shot a woman whose car he was trying to steal On 10/6/2011, Allman killed himself when confronted by deputies

A shooter enters salon and begins shooting at customers The shooter then exit the salon, shoots a man sitting in a truck in the parking lot and then leaves the scene The shooting resulted in 8 people dead and one in critical condition 42 year old Scott Dekraai was arrested a half-mile from the scene Motive: Custody battle with victim who worked at the salon

Recognizing a Potential Workplace violence
An Active Shooter in your workplace may be a current or former employee, or an acquaintance of a current or former employee Managers and coworkers may notice characteristics of a potentially violent behavior in an employee Alert your Human Resource Department if an employee or coworker exhibits a potentially violent behavior (can be managed and treated if recognized early) Brisbane Police Department

Personality and behavioral changes to be on the lookout for
Increased use of alcohol and/or drugs Unexplained increase in absence; vague physical complaints Decrease in attention, appearance and hygiene Depression/withdrawal Resistance and overreaction to changes in policy and procedures Repeated violations of company policies Increased severe mood swings Brisbane Police Department

How to Respond When Active Shooter is your vicinity
Quickly determine the most reasonable way to protect your own life. Remember that customers and clients are likely to follow the lead of employees and managers during an active shooter situation. Brisbane Police Department

Evacuate (via an accessible escape path) **Not like a fire drill**
Have a escape plan in mind Evacuate regardless of whether others agree to follow Leave belongings Help others escape; if possible Keep your hands visible Follow the instruction of Law Enforcement Do not attempt to move the wounded Call 911 when you are safe Brisbane Police Department

What if you can’t evacuate?
Hide out if evacuation is not possible Find a place where the Active Shooter is less likely to find you Find a place that can provide protection if shots are fired Don’t restrict your options for movement Brisbane Police Department

What if you’re outside when the shooting occurs?
Drop to the ground immediately, face down as flat as possible and when safe to do so run to a place where there is cover or concealment Move or crawl away from the gunfire (utilize any barriers) Once at a safe location, stay down and do not move. Do not peek or raise your head in an effort to see what may be happening Wait and listen for directions from law enforcement personnel Brisbane Police Department

What if the shooter is in close proximity?
Lock the doors Silence your cell phone and/or pager Turn off any source of noise Hide behind a large item (i.e. cabinet, desks) Remain quiet Do not open doors until Law Enforcement Officers arrive Brisbane Police Department

If evacuation and hiding out are not possible?
Remain calm Call 911, if possible, to alert police of the Active Shooter’s current location, description, etc. If you cannot speak, leave the line open and allow the dispatcher to listen Brisbane Police Department

Last Resort: Take action against the shooter
Only take action against an Active Shooter as a last resort and only when your life is in imminent danger Attempt to disrupt and/or incapacitate the Active shooter by: Acting aggressively Throwing items and improvising weapons Yelling Committing to your actions *****DON’T BE A HERO***** Brisbane Police Department

Law Enforcement Response/Expectation
**The immediate deployment of law enforcement is required to stop the shooting and mitigate harm to victims. Law Enforcement response at the scene
**The first officer(s) to arrive at the scene will not stop to help injured person(s). Expect rescue teams comprised of additional officers and emergency medical personnel to follow the steps of the initial officer(s)** Officers wear regular patrol/tactical uniforms May be armed with rifles, shotgun(s), etc. May use pepper spray or tear gas to control the situation Shout commands, and may push individuals to the ground for their safety Brisbane Police Department

How to react when law enforcement arrives
Remain calm and follow instructions Put down any items in your hands Immediately raise hands and spread fingers Keep hands visible at all times Avoid making quick movements toward officers Avoid pointing, screaming, waiving hands etc. Do not stop to ask officers for help or direction when evacuating Brisbane Police Department

Training your Staff for an Active Shooter Situation
Create an Emergency Action Plan (EAP) Develop the EAP with input from your stakeholders, Human Resources Department, training department (if one exists), facility owner/operator, local law enforcement and/or emergency responders. Conduct training exercises Brisbane Police Department
