“Draft” Reebie, April 1, 2003, p. 69: "Our conclusion is that if substantial diversion of traffic from trucks to NS is to occur in this corridor, NS's average train speed needs to be increased to approximately 60 mph, or 15 mph faster than average truck speeds of 45 mph, in order to offset the minimum projected terminal time. To do so would require significant track upgrading as well as increasing NS's maximum authorized speed for intermodal trains to as much as 79 mph, comparable to its existing maximum allowable speed for passenger trains."
