3 Malaria Advocacy Working Group (MAWG) 1 st meeting of the MAWG convened in London 10-11 January 2007. Forty plus participants - now list-serve of 110 individual members representing 60 organizations and 30 countries Co-chairs elected - Nicole Bates of Global Health Council and Prof. Wilfred Mbacham of the Cameroon Coalition Against Malaria (CCAM) Priority actions identified - outcomes and key opportunities for 2007; MAWG work plan developed; task teams established Structure: co-chairs elected annually; task teams; semi-annual meetings; Secretariat supported Terms of reference: open membership, serve advocacy functions, support own participation, active & constructive engagement

4 Global Malaria Advocacy RBM Advocacy Goals Provide strategic counsel to the Partnership with timely, accurate evidence and information and materials for use in advocacy; Provide up-to-date information on opportunities for effective advocacy; and Facilitate harmonized messaging MAWG Advocacy Objectives Increase Resources For Malaria Prevention, Treatment and Research Promote Effective Policies in Endemic Countries and Globally Raise the Profile of Malaria on Development Agendas

5 Increase Resources for Malaria Prevention, Treatment & Research Scale-up  $2.6 billion USD annually Increase endemic country allocations  $0.5 billion USD Increase R&D, implementation research  $1 billion USD Priorities: US-PMI, GFATM, EU donors, World Bank 2007 Advocacy Work Plan Global Advocacy Framework to Roll Back Malaria, 2006-2015 Promote Effective Policies in Endemic Countries & Globally Globally: Improve GFATM Rd 7 & 8 malaria proposals funded Country Level: Strengthening policy frameworks; Removing implementation barriers Priorities: Implementation assistance, Procurement & SCM, M&E Raise Profile of Malaria Develop messaging platform; tool box Branding RBM; Facilitate partner communications Calendar of events; common messaging & strategy by event Priorities: Presence at global, national, local level events; integration with other global health priorities

6 Global Update on Advocacy (1) US advocacy efforts contributed to record levels of malaria funding from US Government to PMI and overall funding to GF ( White House Summit, Congressional briefings) GF Round 7 malaria advocacy featured strongly in AMD events / messaging; advocates engaged with the Harmonization Working Group's Round 7 trainings Significantly strengthened European advocacy with coalitions or alliances in UK, Belgium, France, Netherlands, Spain, Germany and for EU UK Coalition / APPMG launched Malaria Financing Report

7 Global Update on Advocacy (2) Launch of AU Communication Strategy for Malaria Elimination Campaign Malaria advocacy coalitions established in Cameroon, Ethiopia Ghana, Mozambique, Kenya, Uganda, Zambia, Tanzania and Mali HIV and malaria advocacy collaboration strengthened; IAC + upcoming Zambia workshop

8 Progress on Global Results, Accountability & Information sharing Improved communication of targets, strategies and progress through various MAWG mechanisms and products: messaging platform, success stories dissemination, listserv, internet site, teleconferences, linkages with youth and gender networks Collaboration with the HWG + GF secretariat to highlight Round 7 support mechanisms and communicate the RBM Partnership performance targets set at the 11th Board meeting Malaria awareness-raising heightened during successful 2007 Africa Malaria Day; unified theme and focus; events truly global in their reach; increased media outreach and coverage; Partnership profile enhanced.

11 Approve Advocacy proposals: –Approve the MAWG Work Plan –Endorse establishing a strategy to strengthen the RBM Partnership "brand " – name recognition. Scope of workDecisions for Board Proposed Board decisions 2007 work plan details activities toward RBM Partnership goals as per Global Strategic Plan 2005 to 2015 to reduce the burden of malaria on endemic countries Stronger RBM brand ensures broader recognition and signals that fighting malaria can only be done in partnership. RBM Partnership is now positioned to be the group linked inextricably to malaria.

12 Approve Advocacy proposals: –Provide RBM Secretariat with additional $60 000 USD for endemic country participants –Agree to initiate Board actions to secure an Ex Officio seat for the RBM Executive Director on the Global Fund Board Scope of workDecisions for Board Proposed Board decisions To enhance MAWG messaging and strategies with concrete, current evidence of what is working and not working on the ground and create linkages between global and local advocacy groups.. RBM Exec Dir representation on GF Board will enhance profile of malaria in GF Board deliberations; achieve more balanced representation of three priority diseases.

13 Approve Advocacy proposals: –Agree to promote the World Malaria Day agenda during the WHA Scope of work Decisions for Board Proposed Board decisions Malaria has a global impact; cross- border collaboration is critical, as is involvement of all populations at risk. A World Malaria Day will draw greater international support and be inclusive of all nations and regions affected by malaria

14 MAWG Work Plan Key Elements Promote principle of countries fully funding Global Fund resource needs Advocacy and lobbying with OECD decision-makers for sustained funds Alignment with endemic country coalitions/alliances Assess untapped resources / funders Consistent messaging and RBM branding strategy Major event advocacy: AMD, WHA, G-8, Data releases Integration with global health priorities Demonstrating results: best practices dissemination Increase participation of endemic country representatives to MAWG MAWG management and administration

15 Increase Endemic Country Participation in MAWG Additional endemic country advocates will: Expand the geographical reach and representation of the MAWG. Create linkages between global and local advocacy groups thereby laying the groundwork for collaboration and synergy between them. Enhance MAWG messaging and strategies with concrete, current evidence of what is working and not working on the ground. Provide a forum for critical networking among global and country-level advocates. Currently, the Secretariat sponsors 4 endemic country members to its twice yearly meetings. An additional 6 members will ensure minimum representation from the 4 Sub-regional networks (2 each) plus Asia and Latin America To meet this need MAWG requires an additional $60 000 USD (6 additional participants x $5,000 x 2 meetings per year).

16 Ex Officio seat for RBM Executive Director on the Global Fund Board In order to fulfil her mandate to take a leading role in malaria advocacy and in view of the Partnership's business goals, the MAWG strongly recommends that appropriate steps are taken for the Executive Director to become an Ex Officio member of the GF Board GF provides 64% of global malaria funding; direct Partnership representation on GF Board would contribute substantially to Partnership priorities and business goals An Ex Officio seat for the Partnership will enhance the profile of malaria during GF Board deliberations and contribute to more balanced representation among the three disease priorities

17 Strategy to strengthen RBM Partnership "brand " – name recognition The collective goals and accomplishments of the RBM Partnership are increasingly being promoted. However, standards for branding and strategic use of the Partnership label are loose and carried out on an ad-hoc, individual basis. Partner and public engagement in mission and principles of the RBM Partnership is essential; one group should be linked inextricably in the public's eye to malaria. With renewed purpose and spirit stemming from the change initiative, the RBM Partnership is positioned to be this group. A stronger brand would provide greater opportunities to communicate more broadly (to more endemic countries, to untapped donors, to the wider public) the goals, challenges and accomplishments of the RBM Partnership an the ongoing fight against malaria. A clear strategy will provide guidance and clarity on how and where the RBM Partnership label should be applied.

18 Promote World Malaria Day during WHA In recognition of the global impact of malaria; the need for greater cross-border collaboration; the need for greater involvement of all populations at risk; and in order to keep malaria high on the international agenda, the MAWG requests country representatives to promote World Malaria Day resolution during the 60th World Health Assembly and beyond.

19 Suggested Advocacy next steps Executive Committee to initiate Board actions to secure a Ex Officio seat for the Executive Director of the RBM Partnership on the Global Fund Board. Development of RBM brand building strategy to be presented at the 13th Board meeting –Engage external support –Call on expertise of various partners (with support from Board members) RBM Board members to support the establishment of a World Malaria Day by briefing delegates at the 60th World Health Assembly.

20 Suggested Advocacy next steps MAWG to implement approved workplan and report on progress Convene 2nd MAWG global meeting in late July with participation of at least 10 representatives from endemic country advocacy groups.
