3 Limited Perception Perception based on limited intervention in Relief provision of 200 Tonnes to 6550 households from 209 villages in the four districts of Uttarkashi, Pithoragarh, Rudraprayag and Chamoli Health Care Provision through 06 Mobile Medical Units catering to 14773 beneficiaries ( 5996 Males + 8777 Female) in 42 Panchayats of 03 districts Livelihoods interventions through Institutions of Poor covering 600 households of 12 villages in 06 Panchayats in Kedarghati area.

8 Unique learnings No Consultation with Older Persons. Older Persons were not consulted in any formal or informal way to ascertain their specific needs by any of the relief agency. The consultations, if any, were only on a very general level. Contribution of Older Persons not valued Most of the older persons did not contribute in any formal way in the camp; but, many of them wanted to contribute in all possible ways. Older Persons’ Future Livelihood not considered The older persons' with dependent children wanted special assistance from the state government to take care of their grandchildren in advancing age. Despite age, most of tem wanted assistance to restart their vocation and wanted opportunities for employment, as the case may be. This shows that they did not want to be dependent on others. However, many of them wanted pension as a regular assured monthly income. Private Sector Support not being accesed: Accessed 90 % of support from corporates NDTV, HDFC, Indus Ind Bank, JK tyres, Boeing etc. NDTV building Widows home; HDFC building health centre

14 The DRR Uttarakhand Vulnerability lessons Unmitigated Risk = Disasters The ecology and the geography of UK are known to be sensitive, Himalayas a young group of mountains. There would be Cloud bursts (global climate change), land slides and washed away resources Vulnerability  Risk Population is highly vulnerable to shocks – Unprepared without access to Social/Health/Skill/Economic capacities Unaddressed Vulnerability + Natural Phenomenon ≡ Uninvited Disasters Each day is a disaster – People are living in it, while we may call it “resilience” – it is the problem of TINA

15 Capacities Emphasis of Government and Community – Tourism Centric – Six month of work with a six month struggle. Low levels – Subsistence level Agriculture/ Horticulture / Livelihoods - Linkages Skills at Basic – Communication Rudimentary Caste dynamics brushed away New Infra Projects – Development & Disaster
