When and where?

Paul had been prevented from visiting Rome but had wanted to for many years. His plans were to visit with Roman brethren when he went to Spain. Romans 15:22-24 But now he was headed to Jerusalem, taking with him the collection that was taken up in Macedonia and Achaia and when that was completed he would come to them on his way to Spain Romans 15:25-29 He requested the prayers of the Romans that he might be delivered from his enemies in Judaea, that his benevolent mission might be successful, and that he will then be able to come to Rome. Romans 15:30-33

After the uproar had ceased, Paul sent for the disciples, and when he had exhorted them and taken his leave of them, he left to go to Macedonia. When he had gone through those districts and had given them much exhortation, he came to Greece (Achaia). And there he spent three months Acts 20:1-3 But I will come to you after I go through Macedonia, for I am going through Macedonia; and perhaps I will stay with you, or even spend the winter, so that you may send me on my way wherever I may go. 1 Corinthians 16:5-6 Gaius, (1 Cor. 1:14) host to me and to the whole church, greets you. Erastus, the city treasurer greets you, and Quartus, the brother. Romans 16:23

Paul wrote Romans in the year 58, at the end of his third preaching tour, toward the close of his three months’ stay in Corinth.

Why written?

Some men came down from Judea and began teaching the brethren, "Unless you are circumcised according to the custom of Moses, you cannot be saved." And when Paul and Barnabas had great dissension and debate with them, the brethren determined that Paul and Barnabas and some others of them should go up to Jerusalem to the apostles and elders concerning this issue. Acts 15:1-2 But now apart from the Law the righteousness of God has been manifested, being witnessed by the Law and the Prophets, even the righteousness of God through faith in Jesus Christ for all those who believe; for there is no distinction; for all have sinned and fall short of the glory of God, being justified as a gift by His grace through the redemption which is in Christ Jesus; Romans 3:21-24
