SC 17A 4 IEEE Standards Development Process Participants are “individuals” (people) Not Manufacturers Not Users Not Countries Projects are Sponsored by an IEEE Group e.g.: The IEEE Switchgear Committee Project usually delegated to a Working Group of individual persons – volunteers(similar to IEC MT)

SC 17A 6 IEC/IEEE Dual Logo Agreement The Dual Logo Agreement is between IEEE and IEC The agreement was signed by the Council of both organizations in 2002. SC 17A 8 IEC 62271-111 The Need The USNC and IEEE strongly believe that a common need exists for this standard The IEEE version (C37.60) was first published over 45 years ago as a standard for Automatic Circuit Reclosers. It has become the ‘de facto’ international standard for Automatic Circuit Reclosers for producers, test laboratories and users. 30 or more countries USE reclosers on their power distribution systems 10 or more countries MANUFACTURE reclosers for domestic use and/or for export.

SC 17A 10 IEC 62271-111 The Need (continued) IEC did not have a comparable standard before 62271-111 was approved in 2005. 11 National Committees voted Affirmative on the FDIS. Most of the 5 negative balloters recognized the need for the standard but disagreed with its form.

SC 17A 11 Proposals for Revision of 62271-111 The IEEE Switchgear Committee is open to revisions that will address many of the concerns of the IEC members. Clause numbering can be changed to be consistent with other IEC standards in the 62271-series. Both IEC and IEEE (or ANSI) standards can be used as normative references if they are technically equal. If differences exist between referenced standards, the joint maintenance team can address them as part of the project. Definitions not found in IEC can be added for reference.

SC 17A 12 Common Specifications IEEE has developed a new Common Requirements standard. Recently approved by IEEE members Should be published later this year Will be gradually adopted (become a normative reference) by switchgear standards as appropriate Many of the specifications are identical to, or very similar to, those of IEC 62271-1 that is currently being approved Documents organization and numbering is the same as IEC 62271-1

SC 17A 13 Recommendation of the USNC The USNC and the IEEE believe an ongoing international need exists for IEC 62271-111. A Dual Logo Maintenance Team (DLMT) should be formed as provided for in the original Dual Logo agreement between IEC and IEEE. The DLMT should including members from the appropriate IEC and IEEE committees. IEC 62271-111 should be revised and maintained as a Dual Logo International Standard.
