I’m here today as a member of the Industry Safety Steering Group to invite you to share in a rare opportunity. It is an opportunity to make a major difference for commercial aviation safety at the worldwide level. Such opportunities are rare, but we believe that the time has come to harness the talent, knowledge and experience represented in this room to do great things together. 4 Global Aviation Safety Roadmap
Industry and ICAO committed to unify plans through Roadmap The Roadmap Part 1 was reviewed and approved in December at the highest level of each Stakeholder organization for presentation to ICAO’s Council President and to the Air Navigation Commission.

5 The Global Aviation Safety Roadmap
Developed by the Industry Safety Strategy Group for ICAO Goals and Objectives: Provide a common frame of reference for all stakeholders Coordinate and guide safety policies and initiatives worldwide to reduce the accident risk Avoid duplication of effort, uncoordinated strategies Encourage close industry and government cooperation on common safety objectives Timescale: Near ( ) and Medium ( ) Focus Areas: States Consistent implementation of int’l. standards Consistent regulatory oversight No impediments to reporting errors/ incidents Effective incident and accident investigation Industry No impediments to reporting and analyzing errors/ incidents Consistent use of Safety Management Systems Consistent compliance with regulatory rqmts Consistent adoption of industry best practices Alignment of global industry safety strategies Sufficient number of qualified personnel No gaps in use of technology to enhance safety Regions Consistent coordination of regional programs Contents: Sets out a rationale and describes a general approach, based on metrics and risk measurement. Establishes 12 key focus areas Objectives are described for each focus area for near and mid-term accomplishment. Emphasizes aviation safety enablers (measures already in progress) in developing regions. The 12 Focus Areas were grouped into 3 sets according to the primary sector of the aviation system most responsible for carrying out measures to achieve them. By organizing the Focus Areas in this manner the ISSG does not want to imply that States, Industry and Regions should address the Roadmap independently. Rather, as the text describes, this is intended to be a joint effort with all three groups working together at a regional level.

6 Implementing the Roadmap
Regional Safety Enhancement Plan Development Process Part 2 of the Roadmap describes how Regional Teams can use a step-by-step overall process to help them develop Safety Enhancement Plans that will prove effective in accordance with the 12 Focus Areas of the Roadmap.

Pan America - Summary RASG-PA includes all States from NACC and SAM regions, Industry, International and Regional Organizations ACSA PAAST Through IATA North America and Caribbean REGIONAL ORGANIZATIONS Airlines Through IATA & ALTA Mexico GASR Workshop, Bogotá INDUSTRY Airports Through ACI STATES Lima The CAST plan is renowned worldwide. This chart shows : Accident rates by region of the world Regional cooperative safety activities (ICAO and local regulators working together – COSCAPs) by region. The number of CAST Safety Enhancements adopted by the North Asia COSCAP and the European JSSI (Joint Safety Strategy Initiative) are also depicted. GASR Workshops have been well received by participants from both States and industry The process works Workshops built a rigorous foundation that regional teams are using to develop sustainable detailed regional plans Africa Pan America Donors recognize the value and are expressing interest in supporting recommended actions More Workshops are being planned CIS Asia So Far - - -Yes !

Continue to promote Roadmap awareness Provide support to Regional Action Groups & Upcoming Workshops Asia Africa Pan America CIS Identify and support additional Roadmap Implementation opportunities which would significantly benefit safety

17 CAST Endorsement The U.S. Commercial Aviation Safety Team fully endorses the Global Aviation Safety Roadmap: "CAST supports the Global Aviation Safety Roadmap (GASR) as an international strategic plan to promote aviation safety programs, which is complementary to the implementation of appropriate tactical solutions contained in the CAST Safety Plan.“
