1 ROADS Services Training Group LOCAL AUTHORITY ROADS CONFERENCE 2014 Reforms, Challenges and Safety Treacys West County Hotel, Ennis, May 2014.

Reforms, Challenges and Safety MapRoad PMS & Pavement Management Works Paul Fox Executive Engineer LGMA

Current Status  MapRoad (Desktop GIS) version 2.3.1  PMS (Browser) version 2.0 Implemented locally in local 22 authorities  PMS version 2.6 Implemented as a centralised system in 11 local authorities  MapRoad Mobile APPs (Android) PSCI for condition rating of urban/rural roads Speed Limit Signs 3

In Development  PMS 3.0 Additional outputs to Excel Surface Material layer (see APP development) Improved querying tools; road class, dates, history Mechanical Survey Results and images Survey Management Tools Direct import of Survey data to centralised PMS 4

App Development  Apps (Android) Inventory (Surface Material) Completed / Planned Works  Change APPs to cater for recommendations from RSTG on Surveyor Quality Control 5

Surface Material APP 6

Project Reporting Tool  Tool for DTTaS to evaluate Roads Programmes under different funding headings  Donegal Pilot to integrate FMS expenditure output with Roads Programme prepare monthly claims on Roads Programme assist with auditing 7

To consider  Footways How do we define a referencing system for footways Condition Surveys Collect data to assist in the litigation process  Drainage  KPIs Useful / Informative outputs from the system  Replace Desktop GIS 8

Reforms, Challenges and Safety MapRoad PMS and Managing Pavement Works Noel O’Driscoll Senior Executive Engineer Wexford County Council

Road Grants  Grant Notification – usually in January.  Main Types:  Restoration Improvement Grant  Restoration Maintenance Grant  Discretionary Grant

Roads Programme  The allocation dictates what area/length of road can be strengthened / surface dressed.  There is never enough money and there are always too many roads, so roads have to be prioritised.  The PSCI (Pavement Surface Condition Index) is playing a greater role in this regard.

PSCI - Manual

PSCI - Ratings

PSCI – MapRoad Mobile App

PSCI - Mapping

Submissions to the Department  The following information has to be submitted to the Department, usually before the end of March, setting out details of the proposed Roads Programme: Form B Form DG-1 Form RM-1 RI Maps

Submissions to the Department Form B

Submissions to the Department Form DG-1

Submissions to the Department Form RM-1

Submissions to the Department RI Maps

Pavement Management System (PMS)  In addition to these Forms and Maps, the Department requires that full records of all Restoration Improvement (RR, SO and SR), Restoration Maintenance (RS) and Discretionary projects be maintained on the MapRoad Pavement Management System.

Reforms, Challenges and Safety MapRoad PMS & Pavement Management Works Dr. Kieran Feighan Chartered Engineer PMS Pavement Management Services Ltd

Performance & Monitoring  Engineering Performance Indicators & Data Condition rating and trends Backlog of works trends  Inspections including Before and After  Needs Data for National and Local Budgeting

2005 Non-National Roads Needs Study  To establish, by county and nationally, the lengths and areas of various categories of non-national roads requiring remedial works, and  To review existing pavement management systems and recommend a system suitable for use on the non-national road network. Recommended the use of MapRoad  On Department of Transport Website http://www.transport.ie/viewitem.asp?id=13004&lang=ENG &loc=397

Mechanical Surveys  Integral to Road & Pavement Management  2011 Regional Road Survey  100% Network Survey  Structural Condition/Pavement Strength  Skid Resistance & Texture  Road Profile & Ride Quality  Visual Condition & Digital Video  PCI, IRI, Rut depth, MPD, SC,  Report on LGMA Extranet  Surveys on Local Roads  Sample Surveys / as required

Pavement Surface Condition Index – Condition Rating Index Network level rating – Links Rating to Treatment Standardised approach to link pavement distress to treatment measures (Index – Treatment – Money) – Regional Road Survey Used Condition Rating Index

Pavement Surface Condition Index

MapRoad Mobile  Android App (GRASP) to record field data such as Condition Rating

Rural Condition Rating – Report on Training  Over 30 Training Days at 5 RTCs  Close to 300 Trainees to Date  All Local Authorities  C. 100 attendees at 4 Refresher Courses, late 2013  In-course assessment and field exam using manual and Mobile App/tablet

Preliminary Analysis of PSCI data  Kilometres of Road by Class, and km included in analysis – 25 counties

Frequency Distribution - PSCI

Percentage in each Road Category

Comparison – PSCI Surveys

Overlay/Reconstruction - Variability  Number of counties in each bracket

Summary  PSCI well established in local authorities across the country – close to 50% of network has been surveyed in the past year  Similar patterns in condition distribution by class to those recorded in previous National surveys  MapRoad and Mobile App enhancements make it suitable for National Survey (100% survey)  Training programme delivering certified PSCI surveyors on a large scale  Supplement results with sampled machine surveys and QA of PSCI results for full picture of condition
