3 Slide 3 What are the ‘New Waste Technologies?’ New to the UK New to the municipal waste sector Near market technologies (with the exception of the R&D programme) Not necessarily New Examples of the key new technologies –Aerobic and Anaerobic Biological Treatment –Mechanical – Biological Treatment / Pre-treatment –Other Refuse Derived Fuel or material preparation systems –Pyrolysis / Gasification / other Advanced Thermal Treatment –Autoclaving

4 Slide 4 Why are we addressing these Technologies? Landfill Directive Waste Not Want Not – Waste Implementation Programme Focus on the diversion of BMW Not Incineration (although this will be included in the Data Centre) These technologies will struggle to develop without proven operational experience There are perception, planning, contractual, regulatory, financial and operational risks This programme aims to address some of these barriers

5 Slide 5 What is the Defra New Technologies Programme? Comprises four elements:- –Local Authority Supporter programme, managed by Enviros –New Technologies Demonstrator programme, managed by RPS –Waste Technology Data Centre, managed by the Environment Agency –Technologies Research and Innovation Fund (TRIF), managed by the Waste Implementation Programme (Defra) The ultimate aim is to make a contribution to the diversion of BMW going to landfill through the removal of barriers to the development of appropriate new technologies

8 Slide 8 Demonstrator Programme Funding programme for projects demonstrating new technologies Trial at least four different novel technologies Small – medium scale, ~10 plant half operational in 2005, half in 2006 £30m available Launch event 18 th March First round of Expressions of Interest received Awards due in July Second tranche of applications will be invited in September EA involved in the programme Divert up to 240,000 tonnes of BMW through the programme

9 Slide 9 Waste Technology Data Centre Joint project between Defra & EA Aim to develop a website resource of up to date information on waste treatment technologies from the UK and overseas Impartial information on regulation, authorisation, performance & costs Technology specific case studies, independently audited Due to have 30 technologies this year a further 30 next year Does include non – novel technologies such as Energy from Waste Will be hosted within the EA website Is due to be launched in June Demonstration of the Data Centre at the Regional Launch events

10 Slide 10 Technology Research & Innovation Fund TRIF Aim to fund research in support of new technologies and processes that will help to meet the obligations of the Landfill Directive For technologies still at the research / desk study stage £2m allocated 46 Expressions of Interest have been received Short listed bidders to submit full proposals by 1 st June

11 Slide 11 Summary The New Technologies Programme has commenced all four work programmes Regional Launches throughout May and June Ultimate aim to divert additional BMW through the testing and development of new technologies Providing free information, specialist support and training for local authorities over the next three years UK Demonstration plant and independent technology case studies to be put into the public domain An R&D programme
