4 QUALIFIED RECYCLING PROGRAM DoDI 4715.4 Pollution Prevention, QRP Guidance One Qualified Recycling Program –One Suspense Account Managed by Region Resource Management Organization under Regional Commander –QRP Revenues pay for manpower –Employees report to ISWMP Manager One Sales Mechanism –Increases Unit Price throughout SoCal Area –Legitimate and Accountable Collection and Processing of Recyclables –Manpower paid for with revenues –10 Recycling Facilities throughout CA

5 CONSTRUCTION AND DEMOLITION DEBRIS MANAGEMENT San Diego landfill is on DoN Property –Free tipping until landfill closes, projected 2012 –$6M increase in landfill disposal costs for metro area when landfill closes at current C&D diversion rate C&D by far the largest waste stream generated in metro area Must aggressively divert to preserve landfill space –77% of C&D tonnage is diverted through the ISWMP –Requires SOURCE SEPARATION at point of generation CNRSWINST 11350 –Requires all C&D projects to submit solid waste assessment management plan or waste assessment form ISWMP C&D Diversion Manager works closely with construction personnel to present diversion opportunities/alternatives ISWMP Office administers landfill coupon program

13 CONCLUSION CNRSW Integrated Solid Waste Management Program promotes diversion More cost effective to divert than landfill waste Verifies economic feasibility goes hand-in-hand with environmental sustainability
