2 Page 2 Purpose and Objectives of this Webinar Purpose Introduce State Agencies to new procedures for sourcing Public Works Construction projects that exceed Agency Delegated Purchase Authority (DPA) as a result of the transfer of specific procurement responsibilities from DOAS to GSFIC Objectives ▪Define Public Works Construction ▪Highlight key factors influencing the decision to transfer procurement responsibility ▪Highlight benefits and enhanced services ▪Discuss new procedures for processing public works construction procurements that exceeds Agency DPAs ▪Conduct “walk-through” of new procedures

3 Page 3 Definition Public Works Construction as defined by State Law {O.C.G.A 36-91-2 (12)} encompasses the building, altering, repairing, improving, or demolishing of any public structure or building or other public improvements of any kind to any public real property other than those projects covered by Chapter 4 of Title 32 (State, County and Municipal Road Systems). Such term does not include the routine operation, repair, or maintenance of existing structures, buildings, or real property.

4 Page 4 Key Decision Factors Primary motivation for transfer of procurement responsibility is to provide an enhanced experience to our Agency customers while simultaneously improving the effectiveness of construction related procurements Why GSFIC? ▪Construction procurement and administration is “core function” of GSFIC’s Construction Division ▪Extensive experience in construction management services ▪Staffed with construction contract specialists, project managers, engineers and architects ▪Resident technical expertise in planning, design and administration of construction projects ▪Offers other project-related services, program development, project management, and specification/plan review. ▪Currently works regularly with many of the Agencies on larger construction projects Memorandum of Agreement signed Dec 2007 Official Transfer Date: 1 January 2008

5 Page 5 Benefits and Enhanced Services MORE FLEXIBILITY ▪Agencies can choose to work with GSFIC in the same manner as they have with DOAS, or utilize GSFIC assistance. For example, Agencies not required to have completed “Project Manual” prior to submitting requirements. GSFIC can engage and assist “at any phase” of the project. ▪GSFIC will utilize a construction contract essentially the same as DOAS, so Agencies are already familiar with it. ▪Agencies will have more options, both in available contract documents and construction delivery methods. ▪No Change Order approval required
