11 © 2011 GS1 Consensus GS1 Standards are intended to meet global needs and reflect a broad consensus of the GS1 community. Decisions of GSMP groups are made by consensus. Consensus is defined as general agreement, characterised by the absence of sustained opposition to substantial issues by any important part of the concerned interests, and by a process that involves seeking to take into account the views of all parties concerned and to reconcile any conflicting arguments. Consensus does not mean unanimity. 2/3 Majority is sufficient, but broader consensus is preferable. Any No votes of final standards solutions are discussed by POC & BCS. 11
