IMPORTANT FACTS ABOUT EXTERNAL AE PROGRAMS Every CAP Unit is now mandated by CAPR 280-2 to create and maintain an EXTERNAL AE PROGRAM for the local community that it serves. Conducting EXTERNAL AE PROGRAMS will cost the local CAP Unit significant money to conduct such in a manner that reflects well on CAP’s image in the local community that it serves. CAPR 280-2 now recognizes and supports STEM Education as fulfilling the AE Mission of CAP.

THE FINANCIAL CHALLENGE STARTING AN EXTERNAL AE PROGRAM The CAP Unit’s AEO(s) must first identify what are their local community’s AE/STEM Education needs. Next, the CAP Unit AEO(s) must determine what are the cost(s) necessary to meet the community’s AE/STEM Education needs. Finally, the CAP Unit is ready to begin to seek funding to pay for the projects and programs it plans to provide to address those identified needs.

INTRODUCING THE MICHIGAN WING AE SUBGRANT PROGRAM Michigan Wing will now boldly go where no CAP Wing in the nation has gone before! Michigan Wing received a $50,000 grant from the Walmart Foundation to initiate a statewide STEM Outreach Program in Michigan at K-12 Schools in communities served by local CAP units. To manage this statewide program, the Michigan Wing DAE has created an AE Subgrant Program.

THE AE SUBGRANT PROGRAM Purpose: To assist local CAP Units with the initial funding needed to start their EXTERNAL AE PROGRAM. To provide the local CAP Unit with a valuable opportunity to learn how to write successful grant applications to other grantmaking organizations to request additional funding for their future needs.

THE AE SUBGRANT PROCESS The AE Subgrant Process will provide funding to acceptable STEM Outreach projects conducted by a local CAP Unit in local K-12 Schools in Michigan. Indicators of acceptable STEM Outreach proposals:  Directly Relates to STEM Education of K-12 students  Serves a substantial number of K-12 students directly  Meets the need(s) identified by the CAP and the School  Provides a plan to measure the proposal’s success  Costs are reasonable for the number of students served

THE AE SUBGRANT APPLICATION FORM The AE Subgrant Application Form has a familiar format. It is designed to look very similar to the CAP/AFA Unit Grant Form. It requests information necessary to determine that a grant application for a proposed STEM Outreach project or program meets the evaluation criteria established by the Michigan Wing DAE and Staff. If needed, additional information can be submitted with the AE Subgrant Application Form in order to clarify and enhance the application’s information.

AE SUBGRANT PROPOSAL EVALUATION Each AE Subgrant proposal application will receive a fair initial evaluation based on its own merits as well as on its compliance with the various restrictions imposed by grant makers as to how the grantmaker’s funds can be used. MIWG must comply with the grantmaker’s published guidelines and general restrictions regarding the use of their grant funds as well as comply with what was proposed to the grantmaker in MIWG’s original grant proposal. Unlike other grant proposals made directly to grantmakers themselves, MIWG’s AE Section will readily assist the AE Subgrant applicants in reworking unacceptable original subgrant proposals into acceptable subgrant proposals that can be then be funded as an AE Subgrant.

THE AE SUBGRANT PROGRAM’S TRAINING COMPONENT One of the innovative components of the new MIWG AE Subgrant program is that it is also meant to act as a training opportunity for MIWG Units to develop their own skills at grant writing so that they can directly approach other grantmakers on their own. Developing such skills at all levels of MIWG enables CAP to utilize its status as a tax-exempt 501(c)3 entity to its fullest.

TRAINING AND ASSISTANCE IS AVAILABLE FROM MIWG AE MIWG AE Staff members are ready, willing, and able to work with your MIWG Unit to energize your Unit’s Internal and External AE Programs with this new source of funding for such programs! Don’t be afraid to be creative, innovative, and flexible with your proposals for AE Subgrant funds! Your proposals are only limited by your imagination!
