25. From other early church literature…  Existing pastor/elders chose new pastor/elders, with approval of the congregation.  Pastor/elders who continued to be blameless and performing their duties could remain in office.  The team of pastor/elders could remove one pastor/elder if he was unrepentantly walking in sin.  New pastor/elders should go through a public ordination process.
