3 a. The Constitution-grants certain legislative, executive, and judicial powers to the national government. b. Those not granted to the national government are reserved to the states.

4 c. The Constitution makes the national government supreme.

5 1. In addition to federalism, government was separated into three groups. a. Executive Branch b. Legislative Branch c. Judicial Branch

6 1. To ensure that one branch does not become too powerful, the other branches can check one or both of the others.

7 1. The most important purpose of the new Constitution was to safeguard individual rights and liberties. 2. The government could exercise only those functions specifically bestowed upon it
