2 AD Pay Plan Rates increased 2.99% (RUS) CTSP was raised one class level General clarifications Pay rate is determined at point of hire Post incident work should not exceed 90 days (other hiring authorities should take place) Non-resident aliens will need a SS# Beginning in 2009 we will use e-verify

3 AD Pay Plan Rumor Control Retirees will still be able to be hired under the AD Pay Plan with no reduction to their annuity. The AD authority and enabling pay plan is alive and well – it is still the best way to hire emergency firefighters – quickly and easily.

4 IIBMH New version is available on the web now. Will be available in the cache shortly Significant changes to section 15 – Comp for Injury/Illness New chapter – 90 – All hazard response

5 Current Issues Staffing Incident Business Positions Looking at ways to support local units during incidents Analysis on staffing long term IMT/Incident Support Admin positions Working with FS-ASC on business processes to mitigate field impact Working with FS-ASC on identifying people with quals & general support for fire issues (including trainees)

6 IMT Support Contract Focusing on sections ie: Resource section, Time section, etc. Task based Cannot contract for individuals because contractors cannot supervise government employees Working with Atlanta NIMO team on specifications. Estimated to be out towards end of FY08 / early FY09.

7 Incident Technology Contract Request for Information (RFI) has been posted on Fed Biz Ops. SMEs (CTSPs) are reviewing the feedback received from potential vendors. Anticipate award late FY2008 Will provide for computers and peripherals for incidents – more rapid delivery, standards and continuity are goals.

8 New Efforts NE Region piloting payment of AD travel on OF-288 Exploring options for a single payment office In 4 geographic areas the fuel vendors will be accepting credit cards In PNW there will be mop up/rehab/patrol contracts this year

9 PLI The 2008 Consolidated Appropriations Act allows to reimburse employees performing as temporary fire line managers for 50% of their payment of professional liability insurance within the following three criteria: (1) Temporary supervision or management of personnel engaged in wildland or managed fire activities, (2) Providing analysis or information that affects a decision by a supervisor or manager about a wildland or managed fire, or (3) Directing the deployment of equipment for a wildland or managed fire.

10 I-Suite Update 2007 I-Suite team visited 25+ incidents 2008 release early April Many changes on COST Module to assist with reports, accruals and analysis Security Enhancements Passwords, SS# encryption Updates to Illness and Injury Module based on field input

11 eI-Suite “web” based version of I-Suite Can still be used even if no internet Business requirements currently being determined Will have improved interconnectivity between modules Data will be available near real time to non- incident users

12 eI-Suite con’t Data Exchange with other applications such as ICBS, VIPR, ROSS Improved database management for large fires with multiple teams, complexes etc. Estimated release Spring 2009

13 IBA3 Task: Develop business process models for all work accomplished from initial attack thru demob Develop data models for all data utilized at the incident Develop a business process gap analysis to show areas for potential improvement, automation and/or business process changes

16 IBA3 Models provide: Business Processes for each Section Business Processes for most Section Roles Data Sharing and Dependencies between Roles Dependencies between Processes

17 IBA3 Source of gap analysis ideas gathered from: Interviews Incident Visits Incident Management Team Meetings Business Process Modeling Validation with Incident Management Personnel Approx 36 identified “opportunities” for improvement

18 IBA3 Gap analysis opportunities range from updates to systems – ie: better use of bar code/ait technology, use of handhelds for ordering and providing info to Plans providing monitoring tools to IC and C&G.

19 IBA3 Next steps: Presented to sponsor – IBPWT Present to PMO / NWFEA Assemble SMEs to review, prioritize gap analysis, develop recommendations Present recommendations to NWCG
