11 11 Route Assessment – Regulators’ conclusions (1) Addressing contractual congestion Proposed solution:  platform for re-trading transmission capacity  standardised bulletin board for secondary market capacity trading Proposed action:  TSOs are invited to set up an Enabler Group to establish a best- practice standardised bulletin board (e.g. Trac-X, OMV Gas platform)

12 12 Route Assessment – Regulators’ conclusions (2) Addressing long-term physical congestion Proposed solution:  information sharing between market participants and TSOs on planned investments and demand forecasts in the region  aggregation of information on transmission capacity development in order to identify future bottlenecks Proposed action:  TSOs are invited to set up an Enabler Group to establish a summary of planned investments in the region

13 13 Route Assessment – Regulators’ conclusions (3) Addressing remaining obstacles to implementation of IPA/OBA Proposed solution:  coordination among TSOs for implementation of IPAs/OBAs  “common voice” when negotiating with GazExport Proposed action:  TSOs are invited to set up an Enabler Group to coordinate on installation of IPAs/OBAs

14 14 Regional OSS service – Regulators’ Conclusions (4)  Step 1 outlined that an OSS service would facilitate network access for new shippers Proposed action:  TSOs are invited to set up an Enabler Group to establish a framework for the provision of a OSS service
