3. AWAST final meeting - Brussels - 1-3 december 2003 Project outcome The possibility to build new models, to adjust built-in parameters and to test new hypotheses were demonstrated. The steering committee would like to see the results on previously proposed scenarios presented under the format shown for the Orléans case study. The simulator is operating satisfactorily, its output provides relevant results though part of its database is derived from literature or general purpose sources, but it needs still expert supervision. It runs under a proprietary software interface and a familiarisation period of a few weeks is needed before building a real case study.

4. AWAST final meeting - Brussels - 1-3 december 2003 Project outcome It should be shown clearly how the AWAST simulator contributes to the European strategy of waste reduction and recycling. The contribution of the Steering Committee to valorisation and communication is a part of WP10 deliverable and of the TIP.

AWAST final meeting - Brussels - 1-3 december 2003 Valorisation through research Desirable further work: The committee pointed out that continuous improvement of the databases and incorporation of new BATs to the simulator's models is required to keep it up to date. New projects: Research funding for the continued development of the simulator is desirable, but may prove uneasy as the current sources of research financing (FW6, LIFE) did not assign high priorities or budgets to waste research.

AWAST final meeting - Brussels - 1-3 december 2003 Valorisation through other European programs Use of AWAST outcome for non-research programs : European-funded projects on the optimisation or sustainability of waste management may make use of the simulator, provided this meets the specific objectives of the funding program. This may be the case for: the implementation of sound waste management policies in the New Accessing States of Central and Eastern Europe (ISPA funds, PHARE twinning programs). The Scientific Officer drew the attention of the consortium on the fact that such proposals will benefit of a higher priority, cooperation programs in non-European countries, as supported by EuropeAid or specialised agencies such as Asia Pro Eco. For such projects, it is desirable, and encouraged by the Union to keep as much as possible the original partnership, in order to capitalise experience.

7. AWAST final meeting - Brussels - 1-3 december 2003 Valorisation through applications The simulator may be used directly by all partners for their own research or for consultancy applications. They will need some assistance from BRGM for system update and technical support. The conditions of this assistance have yet to be precised, if outside the frame of a common project. Two applications were discussed: - the definition of the waste management master plan of a new city, - the implementation of a monitoring tool at the scale of one municipality. In the latter case, the investment of training municipal staff for using the simulator can be profitable, if the system is used for several years, allowing to continuously report and optimise system performance. It may help to fulfill legal obligations on the declaration of emissions (PRTR, EPER…)

8. AWAST final meeting - Brussels - 1-3 december 2003 Valorisation through applications Improvements to simulator for easier dissemination A "lite" version of the simulator would be welcomed for dissemination tasks. It should be simplified for allowing non-experts to test simple hypotheses. The agencies would like to be able to test some general scenarii, for instance: - cost/personnel reduction/truck technology, - fee system/waste quantity/quality, - potential effects of new regulatory measures associated with the new European guidelines for waste reduction or recycling.
