3 Overview  In 2004 CEN established a new BT Working Group BT/WG 161  on “Protection and Security of the Citizen”  The aim of this Working Group is;-  To implement voluntary standardization throughout Europe in  order;  To meet market needs  To remove technical barriers to mobility and trade  To provide technical support to European Legislation in conjunction with ISO and/or Public or Private Organizations representing European or Worldwide interest.  The scope of CEN BT/WG 161 is to focus on the needs for standards, standards-like documents, procedures, minimal codes of practice and similar recommendations, and review existing ones as necessary, in order to develop, harmonize, update or validate said documents within areas, in particular;  CBRN  Organised Crime  Epidemics  Vulnerability of Critical Infrastructure  Natural Disaster  Other asymmetrical threats, such as Border transgressions, unauthorised migrations, man- made disasters, etc.

4 Overview  Members of WG161 are amongst others;  Commission services (TREN, ENV, ENTR, JAI, TAXUD, RTD, INFSO)  Council, EUROPOL  Industries, not only from EU MS  Observers; NATO, ISO, ANSI  The Working Group has established a number of Expert Groups;  In order to further progress the BT/WG 161 work, subject-matter related expert groups have been established to look at the needs for standards and identify areas where additional effort is required, and report to BT WG 161. These expert groups will further define their own tasks according to their Terms of Reference.  One of these expert groups deals with the whole issue of CBRN. It benefits from the IMPACT project, supported by the European Commission in the context of the Preparatory Action on Security Research (PASR).  The EG on CBRN has now met on 3 occasions, submitting its Business Plan to CEN BT WG 161 for endorsement.  It has considered and agreed its objectives which are;-  “Identify activities and Standards, Standards-like documents, Legislation, Guidance, also Research and Development that should be taken into consideration in order to decrease the probability of CBRN incidents and mitigate the effects (direct or indirect) and consequences of CBRN events on EU Citizens”  In the frame of that objective, it is therefore proposed to develop better PPE for CBRN risks, as it is necessary to ensure that the EU Citizens are protected in the event of any CBRN incident.

5 Industry Issues  Currently there is no existing European norm for PPE for CBRN  CBRN PPE providers cannot be independently assessed and certified to demonstrate they adhere to agreed good practice and/or necessary standards of performance  There is strong interest in PPE in light of new terrorist threats and the increased importance and reliance on first responders to any incident  Little consensus has been developed yet in the PPE industry to determine what constitutes as required performance  An unbiased, independent moderator is required to ensure that a consensus on PPE performance requirements is reached that meets the needs of the various procurement bodies whilst not favouring one provider unnecessarily over any other

6 CWA Benefits  Improve PPE provision across Europe  Rapid development process that captures and shares knowledge across the PPE and CBRN sector  Set the industry norm for performance in PPE  Credibility as a result of CEN’s independence in facilitating the consensus building process  The document will be written to enable independent testing houses to assess and certify PPE providers against the CWA  Reduction in cost for companies that use certified PPE providers

7 Scope BSI (or whoever gains the secretariat for this workshop) will work with stakeholders to develop a CEN Workshop Agreement (CWA) that will: 1.Define what level of PPE performance is required for CBRN incidents 2.Set clear and demonstrable requirements for PPE providers to adhere with 3.Provide a guideline for PPE for CBRN procurement clearly identifying what performance is acceptable and how to determine whether their supplier provides this Given this scope the audience for the CWA are PPE for CBRN manufacturers and those bodies responsible for the procurement of such items acr0ss Europe. Other stakeholders for this project include, but are not limited to:  PPE test houses – help to define performance levels  Emergency Services - better resilience in case of emergencies  Trade Associations - representing a variety of industry stakeholders  CBRN Experts - ensuring industry best practice is taken into account

8 Deliverables  A published CEN Workshop Agreement (CWA)  CEN/ BSI will ensure the document is written so that an assessment scheme could be developed to independently certify and demonstrate that companies comply with the CWA where required

9 Project Stakeholders Chair A chairperson will be appointed at the Kick-Off meeting. The chair’s responsibilities include:  Preside over the any meetings  Ensure the workshop is delivered in accordance with its objectives  Manage the consensus-building process  Interface with CEN and BSI regarding strategic direction and issues Full Members (fee payers) Full Members will provide the funding for this project. Each member will:  Have their organisation’s name mentioned in the Foreword of the document  Have final sign-off rights over the document NOTE: The CWA needs to be approved by the consensus of Full Members prior to publication. We expect Full Members to include National and EU Government departments and PPE manufacturers and test houses

10 Project Stakeholders Associate Members Associate Members are companies or organisations that want to influence the consensus building process, but do not wish to participate in the formal process. They are welcome to attend the Kick- Off, Draft Review and Public Comments Resolution meetings. Their input and comments will be valued and taken into consideration. Typical members at this level will be trade associations and trade unions ( i.e. not-for-profit organisations) Stakeholders A Stakeholder is any party that may have an interest in the subject matter addressed by the CWA. Aside from the Full and Associate Members, some select Stakeholders will be sent a copy of the second draft of the document. Additionally, any other stakeholders can find a copy of the second draft on the CEN website along with a comments sheet which they can send to the BSI Project Manager. All feedback will be discussed at the Public Comments Resolution Meeting. We expect other members of BT/WG 161 to fall into this category

11 Project Stakeholders BSI BSI will provide a Project Manager (PM) for the duration of the development of the CWA. The PM’s responsibilities include:  Manage the project  First point of contact for all parties involved in the project  Ensure broad industry representation and the development of consensus  Assist the Technical Authors develop a first draft of the CWA  Review and edit the document BSI will also allocate an Account Manager to assist the Full Members with any commercial issues. Technical Authors BSI will provide technical authors to develop a first draft of the CWA.

14 Detailed Methodology Project Scoping BT/WG 161 expert group on CBRN will hold a kick off meeting at the CEN Meeting Centre in Brussels. Key stakeholders who expressed their interest will be invited to attend. CEN will place this proposal in the form of a business plan on its website for public comment in an attempt to find industry stakeholders to attend this meeting. Expressions of interest and any queries generated will be directed to CEN and BSI. The project is expected to be formally launched in the first quarter of 2006. Kick-Off Meeting At the start of the project a kick-off meeting will be held. The purpose of the meeting is to:  Introduce all parties involved in the project  Approve the Workshop’s business plan  Confirm the CWA Scope  Elect and appoint the Chair  Confirm that the Full Members’ needs, concerns and requirements are fully understood  Explain the development process in detail  Set attendees’ expectations for timescales, amount of input required and other operational issues  Introduce the Drafting Schedule to be agreed by the attendees The meeting will be open to any interested party. We strongly recommend, however, that all Members, CEN, BSI and the Technical Authors attend this meeting.

15 Detailed Methodology First Draft After the kick off meeting BSI’s Project Manager (PM) will work with technical authors to write a first draft of the CWA. Adopting this collaborative work format will help speed up the process, maximise the quality of the PAS content and ensure requirements will be measurable, auditable and certifiable. Draft Review Meeting Once the first draft is ready it will be distributed to the full and associate members of the workshop. They will be asked to review the text and send any comments in writing (form provided by BSI) to the PM, who will collate and prepare all the comments for discussion at Draft Review Meeting. After the meeting the PM and technical authors will make all the necessary, agreed changes. NOTE: If necessary BSI will facilitate a second round of comments and an additional review meeting to ensure the workshop Members agree on the first draft Non-Member Comments Once the draft has been approved by the Full Members it will be made available for comments by stakeholders who are not members of the Workshop. To this effect, CEN will place a copy of the draft together with a comment form on their website. The PM will also send a copy of the draft to a select group of stakeholders requesting feedback. This process will help ensure there is industry- wide consultation and buy-in into the CWA. Additionally, the draft will be distributed to all CEN members for distribution in their relevant committees. All comments will need to be provided within one month, unless the Full Members decide at the Kick-Off meeting that it prefers a full “Public Comments Phase”, in which case the duration shall be 60 days. Upon receiving the comments the PM will process and collate them, creating an audit trail.

16 Detailed Methodology Public Comments Resolution Meeting Once collated, the comments will be sent to the workshop members for consideration. They will review each comment and provide any necessary responses for the PM, who will prepare them for discussion at a Public Comments Resolution Meeting. After this meeting the necessary changes to the CWA will be made. The PM will finalise the editing and prepare the document for publication. The CWA needs to be approved by the consensus of Full Members prior to publication. CWA Publication Once the CWA has been approved for publication by the Full Members and CEN it will be made available to all CEN Members for publication. Each Full Member will receive 25 free copies of the document from BSI (more at cost price if required). The CWA will not be available for free on CEN’s website. It can be purchased from any CEN member. Bulk purchases and distributor agreements are available from BSI. Additional Note… Assessment & Certification Once the document is published it will be publicly available to anyone who may be interested in developing independent assessment and certification schemes to ensure resilience providers are compliant with the CWA. BSI will help to develop this if requested.

17 Project Timing Timing There will be at least three meetings throughout the project. These meetings will be held either in Brussels at CEN’s offices or in agreed locations elsewhere within the EU, whichever is more convenient for a majority of the attendees. We recommend that Workshop Members, CEN, BSI and the Technical Authors should be in attendance at these meetings. Travel to the meetings will be at the attendees’ expense. The estimated time Workshop Members will need to invest in this project is five days:  Three days to attend meetings  One day to review the first draft  One day to review the Stakeholders’ comments and recommended final text NOTE: These are our best estimates based on past experience - we cannot guarantee how many exact days will be required

18 Investment  The fee for Full Members will be €15,000 (or £10,000) excluding VAT  A minimum of 3 Full Members will be required to commence this project  Full Members will be invoiced 50% upon commencement of the project (i.e. Kick-Off Meeting) and 50% upon publication  Travel and other expenses occurred by any party throughout the project are not reimbursed  Approximate breakdown of costs :-  50% (£15k) to consultant as a drafting fee  £5000 to cover BSI project management and meeting costs  £5000 for publishing costs  £5000 for marketing the final document
