4 4 1.0 Introduction (Cont’d) The strategic planning framework of the country is anchored on Nigeria’s Vision (NV)20:2020 -NV 20:2020 was developed in 2009 -To be actualised through implementation of three medium term strategic plans:  1st NIP, 2010 – 2013  2 nd NIP, 2014 – 2017  3 rd NIP, 2018 – 2020 -And the Transformation Agenda (TA), 2011-2015 Overarching objective of NV20:2020 is for Nigeria to become one of the 20 largest economies in the world by 2020

6 6 2.0 The Transformation Agenda The Transformation Agenda (TA) demonstrates the desire and capacity to: - Transform our thinking, institutions, organizations and human capital TA: -Serves as Federal Government’s medium term development strategy to speed up Nigeria’s march towards the actualization of the NV20:2020 -Blueprint represents the key policies, programmes and projects of the Federal Government to be implemented during 2011-2015 -To consolidate the gains of the reforms of the last decade -Guides the annual budgetary preparation process

9 9 2.3 Key Deliverables of the TA - Macroeconomic Objectives A stable and strong macroeconomic environment that is investor friendly -For improved living standards for the generality of Nigerians. The key targets are: -A robust real GDP growth rate of 7.76% per annum over the period -Greater coordination and harmony between fiscal, trade and monetary policies; -Greater fiscal prudence and low inflation; -Reducing the ratio of recurrent to total expenditure to not more than 60 percent; -Sustained reduction in the unemployment rate

10 2.4 KEY SECTORAL DELIVERABLES (a)Governance Policies and programmes directed at addressing governance issues will focus on: -Deepening reforms in public service -Security, law and order -The legislature -Anti-corruption measures and institutions; -The judiciary -Economic coordination -Support for private investment. (b) Education Similar sectoral deliverables set in Education, Health, Agriculture, Oil & Gas, Power, etc 10

11 11 2.5 Monitoring the TA Monitoring and Evaluation (M&E) framework approved by Government Framework of M&E, as an essential vehicle for effective realisation of the TA objectives First and second Federal MDAs, report on M&E for 2010 and 2011 produced - Production of 2012 M&E report is at an advanced stage Performance management system (PMS)has been introduced at the Federal level - Mr. President signed performance contracts with Ministers in September 2012 - Ministers are currently giving account of their stewardship for fiscal year 2012 at the weekly FEC meetings

Review provides a comprehensive appraisal of the first two years of this administration Global best practice is to review plans or strategic agendas midway Developments in the domestic and global economies -Recent slow down in performance of advanced nations -Volatility in international oil and commodity prices -Fundamental shifts in global petroleum industry Review to assess progress in implementation, against set, milestones and targets in the TA: -Taking stock and moving forward To chart delivery of electoral promises by Mr. President To make corrections, where necessary and chart the way forward

13 13 4.0 Structure of the Review Report The Report is a mid-term review of the Transformation Agenda -May 29, 2011 – May 29, 2013 -Very comprehensive, covering all sectors of the economy Takes into account developments in: -Global economy - Macroeconomic framework -Policy initiatives, reform and strategies -Sectoral programmes & Projects -State Governments projects and programmes -Private sector investment and development Assistance flows to the country Review covers indepth analysis of all aspects of: -Nigeria’s basic development objectives and priorities, -Sectoral and global dimensions; and -Key gaps and challenges Explored the outlook and prospects for the second half of the Administration

16 5.0Highlights of Major Findings on the Review Overall the mid-term review shows the Administration has made considerable progress in the last two years: -At the macroeconomic and sectoral levels Significant aspects of the targets of TA were attained The Nominal GDP grew from $226.13 billion in 2010 to $243.09 billion and $257.42 billion in 2011 and 2012 respectively -Translated to an improved, global GDP ranking of the economy from 44 th position in 2010 to 36th position in 2012 16

17 6.0Conclusion Government is committed to sustained implementation of the TA Highlights of the mid-term review show that significant progress has been made at macro, sectoral and institutional levels A number of challenges to tackle in the next two years Mr. President has promised to address the challenges and transform Nigeria Calling on all Nigerians to get on the Transformation Train 17
