6 State of openness @ Dutch higher education How does Dutch higher education stand as regards OER? > study carried out by the Dutch Open University > commissioned by SURF and Wikiwijs Two main questions: 1.To what extent do Dutch higher education institutions have a policy on the development, sharing and use/reuse of OER? 2.What OER are already available (or potentially available) in Dutch higher education?

7 Does your educational institution have a shared vision for OER?

8 Does your educational institution have an OER policy, comprising specific activities to achieve the institution's vision for OER?

9 Reasons for OER policy (top three) 1.Raise the institution’s profile (internationally) (86%). 2.Attract the right students and help them choose the right programme (57%). 3.Reach new target groups (57%).

10 Reasons for no OER policy (top three) 1.Our institution does not have expertise in the area of OER (21%). 2.Don’t know (21%). 3.The Executive Board at our institution does not see any added value in OER (16%).  Other priorities prevent us paying attention to OER.

12 Goal SURF wants to help institutions in developing a vision and policy on Open Online Education. Goal of the workshop is to facilitate this. Inform about possibilities of OER and OCW, open education Develop a vision on the use of OER Design institutional policy for OER Conclusions and priorities >> agenda for next steps Follow up actions are for the university to carry out

All Dutch universities (academic and professional education) which want to develop a vision and/or policy on Open Online Education Target group: Managers, deans and provosts, consultants, educationalists, policy makers, teachers, students. 9-25 participants In 2013 max. 10 strategy workshops “Sold out” after 3 weeks

14 By whom? The SURF OER program: initiative and funding www.surf.nl/openeducationalresources 1 workshop facilitator, 2 OER experts from the special interest group OER.

15 Some characteristics Location: always on Campus of the institution. Tailor made. Specific situation and questions of the university are leading. Strategic focus of the university gives direction. Intake session >> goals >>design >> workshop >> report of results >> evaluation On basis of the workshops: development of toolkit -How to set up and design strategy workshops for open online education -Example Outcomes and follow-up of the 10 workshops
