4 4Background Cross Border Cross Border Paperless Trading Paperless Trading Collaboration & Interoperability Collaboration & Interoperability  Trade facilitation is simplification and harmonization of international trade procedures, where involve the activities, practices and formalities in collecting, presenting, communicating and processing data required for the movement of goods in international trade (WTO/UNCEFACT). UN/CEFACT also stresses on standardization of the information flow and data model in order to implement efficient and interoperable information systems between cross border trading partners.  The eventual objective is to streamline the whole process of cross border port-to-port customs clearance of a shipment.

5 5 Existing Action Plans in the AP Region 1 APEC TFAP I (2002): a reduction in trade transaction costs by 5 per cent across the APEC region between 2002 and 2006 as a contribution to the Bogor Goals. Customs Procedures, Standards and Comformance, Mobility of Business People, and Others TFAP II (2007):a further reduction of trade transaction costs by 5 per cent in the period 2007-2010. Assessment Report on APEC Paperless Trading Development, 2005 Legal and technical aspects of paperless trading application environment, level of application and efficiency of application Five development levels: advanced, medium, primary, growing, and start.

7 7 Original Purposes Defined by AEWG To evaluate and compare the readiness level of members in Trade Facilitation. To find out future plans for conducting various national initiatives in trade facilitation for some AFACT members in order to develop business opportunities. To support implementation of AFACT Single Window/ Paperless Trading. To promote and strengthen paperless trading relations amongst AFACT members and other related international bodies, e.g. APEC, ASEAN, OIC, SAARC, etc.

8 8 Points to be Clarified The purpose of AFACT project in respect of paperless trading and single window Technically testing for interoperability in terms of data on messages and IT application systems? With business-centric focus to check on the business process of cross border trade of each participating member country/economy in association with various business models? Legally interoperable when conducting cross border paperless trading? What kind of background information needed to support the above project with different purpose? How to differentiate AFACT maturity level index of TF from other assessment schemes developed in the AP region? To find out the best practice of a smart port as part of smart city and promote To develop business opportunities for various types of service vendors

9 9 Thoughts and Key points  The essence of TF is not on free trade, but on simplification, speed, and cost of trade procedure and documentation.  A methodology including measuring index of maturity level could help find out the readiness and development level of TF, which can be a basis to decide how to conduct cross border trade and in what degree to exchange electronic documents Key points An index scheme developed measuring various aspects of international trade business process from the perspective of port- to-port customs clearance: Simplification of business process and documentation, involved in legal and infrastructure environment Applications and standardization with respect to trade facilitation:  From government perspective: port administration, customs clearance and duties collection, and trading related permission and certification  From business perspective: readiness for and capacity of ICT applications, and readiness of the supporting service provisioning

11 11 Research Method Indicator design Three levels of the index scheme. Using the 3rd level to measure the maturity and collect information 1st level: Conceptual framework of the index scheme 2nd level: Implications for management of the survey 3rd level: Detailed indicator items Survey process AFACT level: HoD as a focal point for identifying the most appropriate local agency for handling the questionnaire Member level: The identified local agency coordinates the information sources to ensure the questionnaire be timely and correctly responded Data collection The focal point of each member country/economy as coordinator to collect information from all authorities concerned and fill out the questionnaire A specific airport and seaport as a context to answer all questions, considering there might be minor differences in regulation and environment between ports in a country
