5 5 Conditional Eligibility Don’t think of it as the “Eligible” Services List Think of it as the “Conditionally Eligible” Services List  i.e., be sure to understand the limited conditions for eligibility of a product or service

6 6 Proposed Changes/Clarifications to ESL  Possibly add VPN security as eligible function  Basic Maintenance has own section on ESL  Clarification of ‘redundancy’  Suggestion to include relevant certifications as part of Item 21

7 7 Educational Purpose for Wireless Services – A Hotly Contested Issue  According to the SLD and FCC  Wireless Telecommunications Services used offsite may be eligible. For example,  School bus drivers delivering children to and from school  Library staff providing library services on a library’s mobile library unit van  Teachers or other school staff accompanying students on a field trip or sporting event.

8 8 Suggestion  Be sure that you have a District policy that addresses personal calls (whether wireless or wire line)  The policy should state that personal calls are not allowed  Be sure to review your attachments to ensure that obvious patterns of personal calling are not referenced

9 9 California Pre-K and Adult Ed  These student populations COULD BE eligible for E-Rate discount in California  Need to obtain entity numbers  Need to establish poverty level using perhaps alternative discount calculation  Pre-K consider survey method  Treat same as traditional classrooms  Be sure to add their plans to your District technology plan to ensure compliance

10 10 Eligibility of Internal Connections  Internal Connections  Components are eligible only if they are necessary to transport information all the way to instructional areas  The service must be an essential element in the transmission of information within the school or library

11 11 Non-Instructional Facilities Internal Connections GOTCHA  Educational Purposes – Priority 2  Priority 2 services to Non Instructional Facilities (NIFs) are NOT eligible unless those internal connections are essential for the effective transport of information to an instructional building of a school or to a non-administrative building of a library.  Be careful when applying not to violate 30% rule

12 12 Eligibility of Basic Maintenance  Basic Maintenance of Internal Connections  repair and upkeep of eligible hardware  wire and cable maintenance  basic technical support  configuration changes including operational software upgrades  HELP DESK and On-Site Staff Maintenance are NOT eligible for discount

14 14 New PIN Process Implementation  Applicant Personal Identification Numbers (PINs)  Will be issued by secure mailer on November 1 to all authorized persons on FY2005 Forms 470, 471 and 486.  Will be automatically issued to any new authorized persons filing FY2006 Forms 470, 471 and 486 on or after November 1.  After accepting Terms and Conditions, can be used immediately to certify online.

16 16 2 in 5 Rule for IC  Determined on an individual entity basis or shared worksheet (bundle)  2006 is the second year for the rule  All entities on a Block 4 worksheet that utilize approved funding for IC, are counted as taking a year  Must file Form 500 to cancel FRN if approved and not utilized  Establish a matrix for tracking the UTILIZATION of funds for approved goods or services  If you receive IC funding in 2005 and 2006, you are not eligible again until 2010  Note: HSN is not applying for Internal Connections

17 17 Audit Documentation  Internet safety policy  Documentation of the adoption of the Internet safety policy  Should address the 5 points on the SLD website  Form 486 certification

18 18 CIPA POLICY 1) Access by minors to inappropriate matter on the Internet and World Wide Web, 2) The safety and security of minors when using electronic mail, chat rooms, and other forms of direct electronic communications, 3) Unauthorized access, including hacking, and other unlawful activities by minors online, 4) Unauthorized disclosure, use, and dissemination of personal identification information regarding minors, and 5) Measures designed to restrict minors' access to materials harmful to minors. Section 254(l) also includes a public notice and hearing/meeting requirement, which remains in force.

20 20 Upload Block 4 Worksheets  SLD piloting new Form 471 Block 4 upload function  Save all entity data in offline format (.csv) that can be manipulated and imported to Form 471  Saves time and lessens chance of error  Allows for manipulation of data to determine best strategies  Give it a try – available at 471 window opening
