They also were extended an invitation to attend a meeting in Diplomacy 101 on September 16 th to discuss the data elements that they will need to help our office complete for the first quarterly report due 10/10/2009 FederalReporting.gov.

7 Section 1512 Quarterly Reporting Requires recipients to submit a report to the agency not later than 10 days after the end of each calendar quarter. ARRA Title I Part A guidance states: “first report is due no later than 10 days after the initial calendar quarter in which the State first receives Title I, Part A ARRA funds, or July 10, 2009” OMB guidance states: initial statutory reporting deadline is October 10, 2009, with quarterly reports to be submitted by recipients 10 days after the end of each calendar quarter thereafter.

8 Section 1512 Quarterly Reporting On April 1, 2009, the OMB published the data that would be required for Section 1512 reports in the Federal Register for comment. Reporting elements include: The total amount of Recovery funds received; The amount of funds that were expended or obligated to projects or activities; A detailed list of all projects or activities for which the Recovery funds were expended or obligated; and Information on any subcontracts or subgrants awarded by the recipient that includes the data elements required to comply with the Federal Funding Accountability and Transparency Act of 2006.

9 I want to assure you that, to the maximum extent possible, ARRA funding will primarily be a function of our central administration office. We will only involve the Principal Investigator when we cannot reliably provide the federal government with the required data.

10 Quarterly Activities/Project Description For Grants and Loans Powers and Gold Beach Ranger Districts Curry County OR Has Fuels Item 1 Chetco Area and Item 3 - Powers Area This is a mandatory field A description of the overall purpose and expected outputs and outcomes or results of the award and first-tier Subaward(s), including significant deliverables and, if appropriate, units of measure. For an award that funds multiple projects such as a formula block grant, the purpose and outcomes or results may be stated in broad terms. Quarterly Activities/Project Description-PI will need to supply this information to the Office of Research and Graduate Studies each quarter of the project

11 Project Status Evaluation of completion status of the project, activity, or federally awarded contract action funded by the Recovery Act. The status of the work that has been completed. This evaluation should be based on performance progress reports and other relevant non-financial performance information. Examble would be “Not Started” This is a mandatory field. Options for selection: Not started; Less than 50% completed; Completed 50% or more; Fully Completed. Options for selection: one of four choices For awards funding multiple projects such as formula block grants, provide your best estimate of completion of all projects based on any aggregate data and information.  .. There are four choices. 1) Not started 2) Less than 50% completed 3) Completed 50% or more 4) Fully completed-This information must be provided by the Principal Investigator each quarter of the project. I’ll contact each PI for the progress for the quarter to be reported on the ARRA spreadsheet.

12 And I will need the PI to verify jobs created or retained ‘‘Jobs or positions created’’ means those new positions created and filled, or previously existing unfilled positions that are filled, as a result of Recovery Act funding. “Jobs or positions retained’’ means those previously existing filled positions that are retained as a result of Recovery Act funding. This description may rely on job titles, broader labor categories, or the contractor’s existing practice for describing jobs as long as the terms used are widely understood and describe the general nature of the work; (ii) An estimate of the number of jobs created and jobs retained in the United States and outlying areas. At a minimum, this estimate shall include any new positions created and any existing filled positions that were retained to support or carry out Recovery Act projects or activities managed directly by the recipient, and if known, by subrecipients. The number shall be expressed as ‘‘full-time equivalent’’ (FTE), calculated cumulatively as all hours worked divided by the total number of hours in a full-time schedule,as defined by the recipient. For instance, two full-time employees and one part-time employee working half days would be reported as 2.5 FTE in each calendar quarter. (iii) A job cannot be reported as both created and retained. As used in this instruction, United States means the 50 States and the District of Columbia, and outlying areas …..

13 Description of Jobs Created or Retained A narrative description of the employment impact of the Recovery Act funded work. This narrative is cumulative for each calendar quarter and at a minimum, will address the impact on the recipient’s or federal contractor’s workforce (for grants and loans, recipients shall also include the impact on the workforces of sub recipients and vendors).

15 Job estimate example:  Assume that a recipient is preparing its first quarterly report and that the recipient’s Recovery Act funded work required two full-time employees and one part-time employee working half days for the quarter.  Also assume that the recipient’s full-time schedule for the quarter is 520 hours (2080 hours in a work- year divided by 4).  To convert hours worked to number of FTE for the first quarterly report, aggregate all hours worked and divide by the number of hours in a fulltime schedule for the quarter.  In this example, full-time hours worked (520 hrs x 2 employees = 1040 hrs) + part-time hours worked (260 hrs) ÷ number of hours in a full-time schedule for the quarter (520 hrs) = 2.5 FTE reported in the first quarterly report.  Because jobs are reported cumulatively each quarter, this same number of FTE would be reported for the second quarter if the same number of employees worked the same number of hours.

16 Sub-recipients are non-Federal entities that are awarded Recovery funding through a legal instrument from the prime recipient to support the performance of any portion of the substantive project or program for which the prime recipient received the Recovery funding. The terms and conditions of the Federal award are carried forward to the sub-recipient. This sub-award could be in the form of a sub-grant or sub-contract, but it is not considered a “federal government contract,” as it is not awarded directly by a Federal agency. A sub- recipient may also be a prime recipient of other Federal awards directly from the Federal government. Vendors, for the purposes of this guidance are entities or individuals from which the prime recipient or sub-recipient procures goods or services needed to carry out the project or program. Vendors are not awarded funds by the same means as sub-recipients and are not subject to the terms and conditions of the federal financial assistance award. What is the difference between Sub-Recipients and Vendors? Sub Recipients support performance of a mission. Vendors provide products or services in support of the mission. For Vendors, data requirements are reduced. Prime Recipients may not delegate reporting to vendors.

17 And there are additional ARRA reporting elements if…. If we have sub-recipients that UAA has issued a sub-award in an amount equal to or greater than $25,000, we will need the following information: The name of the entity receiving the sub-award; The amount of the sub-award; The transaction type; The North American Industry Classification System code or Catalog of Federal Domestic Assistance (CFDA) number; Program source; An award title descriptive of the purpose of each funding action; The location of the entity receiving the award; The primary location of performance under the award, including the city, State, congressional district, and country; and A unique identifier of the entity receiving the award and of the parent entity of the recipient, should the entity be owned by another entity. Responsibilities for Informing Sub-recipients Recipients agree to separately identify to each sub-recipient, and document at the time of sub- award and at the time of disbursement of funds, the Federal award number, any special CFDA number assigned for ARRA purposes, and amount of ARRA funds. (2 CFR 215.26, 45 CFR 74.26, and 45 CFR 92.26) If we have vendor agreements that we have paid in one quarter an amount equal to or greater than $25,000, we will need the following information: Award Number Vendor Duns Number Name of the Vendor Vendor HQ Zip Code +4 Product and Service Description Payment Amount Payments do not aggregate between reporting quarters for a specific vendor

19 ARRA Reporting Timeline Prime Recipient Activities Activities: 1. REGISTER Before end of Quarter - Register Online at FederalReporting.Gov 2. REPORT 1 – 10 days after end of Quarter: Create Report (enter reporting data) via: Web/Online Form Online Web form (May be saved as Draft but requires formal submission) Completed Recipient Reporting MS-Excel template XML file conforming to Recipient Reporting XML Schema No later than 10 days after the end of the quarter: Submit completed report (s) using any of these alternatives 3. REVIEW SUB-RECIPIENT REPORT 11 – 21 days after end of Quarter: Review report data submitted by Sub Recipients and provide comments for correction as needed Previous versions will be retained by the system 4. MAKE CORRECTIONS AS NECESSARY 22-29 days after the end of Quarter: Be alert for potential Federal Agency notifications follow review Report will be “unlocked” so corrections can be made Agencies may identify issues with Prime or Sub Recipient reports. Reports from Sub Recipients will CC Prime Recipients
