10 Conclusions > Private entrepreneur adapt to market conditions > Municipality have adaptive governance strategy, mainly due to market conditions > Entrepreneurial capacity influenced by governance strategy and market conditions > Separating business operation from association to entrepreneur increases democratic fostering
