2 18-11-0093-00-0000 Submission November 2011 Michael Lynch, MJ Lynch & Associates Report of November Plenary Meeting Developed two FCC filings: Regarding the request from Progeny: –18-11-0090-02-0000-Request by Progeny LMS, LLC, for waiver of certain multilateration location and monitoring service rules - These comments recommend that the FCC not grant Progeny’s waiver request and proposed changes to the Part 90 rules. It was felt that to do either would adversely impact the unlicensed technologies operating in the 902 – 928 MHz frequency band. The current rules provide protection from LMS interference for unlicensed technologies operating in that frequency band. This is the third time that we have submitted comments on LMS issues in this frequency band. Slide 2

3 18-11-0093-00-0000 Submission November 2011 Michael Lynch, MJ Lynch & Associates Report of November Plenary Meeting Regarding the FCC request on Positive Train Control –18-11-0091-01-0000 - Wireless Telecommunications Bureau Seeks Comment on Spectrum Needs for the Implementation of the Positive Train Control Provisions of the Rail Safety Improvement Act of 2008 – In this initial filing we are informing the FCC that this topic is of interest to 802 and that an interest group has been formed to review the technology approaches and issues related to the development of a future standard for the wireless data link element of Positive Train Control (“PTC”) systems. We do not provide comments at this time on the spectrum needs but indicate that 802 will follow the work and may provide other information in the future. Slide 3

4 18-11-0093-00-0000 Submission November 2011 Michael Lynch, MJ Lynch & Associates Report of November Plenary Meeting Reviewed a presentation from 802.11: Multi band operation and the FCC rules: –18-11-0088-00-0000-fcc-regulations-and-multi-band-operation - TGad wants to do rapid band switching to be able to move from 60 GHz to other bands as devices get out of range, while minimizing latency in streaming video and audio TGaf would benefit from the ability to access the Geo-location database in the 2.4 or 5 GHz band to find usable channels TGai has a requirement for fast initial link setup, which is difficult in the 5 GHz band, and want to actively scan the 2.4 GHz band for available channel information in the 5 GHz band, saving at least 100mS Is it legal to operate on one band after receiving information about that band from a device operating on a different band? It was decided not to develop a FCC filing at this time. This will be reviewed again at a future meeting as required. Slide 4
