6 Laplands status in structural fund programmes in years 1995-2013 (territorial cohesion)
Objective 6 in years for sparse populated areas. Integrated programme with all funds included. Accepted in Accession Treaty of Finland, Sweden and Austria. EU - 23,4 MEuro/year Objective 1 in years Integrated programme. All funds included. Criteria was sparce population. EU – 25,5 MEuro/year Objective 2 in years Employment and Competitiveness -programme covering only ERDF. With special financial sum to very sparse population (35 euroa/inh). 7 Strong emphasis to business development
Economical development in Lapland was severe after Finnish economical crise of We lost about 25 % out of our jobs in Lapland There was a great need to strengthen SME-sector and create competent labour force State was withdrawing from Lapland as employer and service provider Objective 6/1/2 -status has secured our regional development ! Value added for whole of EU !

16 TEL LAPPI – District information technology system for the Lapland Health Care District
in UULA – New models of services in Health and Social Care using technology for the Lapland Area in Dear Ms, it has been nice to see how many people are interested in health investments and health technology, specially here in north. My name is Sirpa Liimatta. I am project manager in Lapland health area and here are our two main projects we have or have had – named TEL LAPPI and UULA. You can have this report which we have done about TEL LAPPI project. Sirpa Liimatta project manager 16

Digital pictures and archive Electronic referral-feedback El ec tron i c pat I ent record sy s tem Emergency medical care Data security Based on the experience all the health centres were equipped with technological equipment and so video-training, and patient consultations were initiated . In 2003, we launched a primary care system through MobiMed (but the technology wasn’t yet ready and it failed). During years , an electronic referral and feedback system with follow-up plan was implemented. And finally in all X-ray units in the area of Lapland Health Care District were digitalised, also dental pictures which you can hear more in the afternoon. To develop network and data security has been central during the whole project. The basis for this all is developing a functional patient record system. Video conferencing system 17 17

18 Regional infrastructure in UULA
Coordinate the work in Lapland to join the National Archive of Health Information (KanTa) Counselling and appointment services via internet for the citizens In UULA project we have the whole Lapland both health and social sector in. Our aim is to produce health and social services for the citizens in new ways. We are still devoloping video conferencing systems so that people can also get health or social services for their home during this systemn. Also councelling services via internet are taken in use. Then we are taken in use the appointment services where people can reserve consultation hours via internet. KanTa, the National Archive of Health Information, is a collective name for several national medical information systems. These are -the electronic prescription and the national Pharmaceutical Database -the electronic archive of patient records (eArchive) -online access by citizens to their personal prescription and medical data. The KanTa services will be opened up to public- and private-sector health care providers, pharmacies and citizens in stages by 1 April 2011 Video consultations and services for the citizens via video 18 18

Here you can see the print screen of our video conferencing system. It’s very easy to use. You must just make a phone book and click the number you want to ring. We have the same kind of system nearly in all our municipalities in social and health care. 19 19

Spare time Getting to the specialized doctor more quickly Multi-professional treatment Training (beginner-master) Questions of responsibilities Minimal use – no routine Benefits are not immediately visible Resources – change of work culture Technical problems The need for utilising video conferencing in consultations, meetings, and patient guidance varied from one health centre to another. In some health centres, video consultation is used weekly, in others they have not found the need for utilising the system. Consultation has brought general health care and special nursing closer together. Work has been performed in multi-professional teams for the benefit of the patient. Consultation is also often seen being used in training where a more experienced colleague provides advice to those working in general health care. Some units regard video consultation as extra work that requires a great deal of resources; doctors, nurses and sometimes AV designer. The minimal use of the video conferencing facilities means that the task does not become routine. We have also at times some technical problems , for example voice and picture disappear or the connection losts. These problems happen often because of the too thin net work between the places. 20 20

+ Knowledge/skill Regional action has developed Good lecture reparations - Technical problems Interaction Regional training Training for doctors who are specialising Multi-professional meetings In Health Centres, the video conferencing system has been utilised in regional training, training for registrar doctors and also in short-term training sessions. The health centres have even utilised video conferencing techniques for training sessions also from abroad. Lectures provided via video conferencing have also placed demands on the lecturer to do more perfect preparations than earlier. As I said before there are some technical problems, for example poor sound which weaken to follow the lectures. 21 21

22 Electronic Referral and Feedback
Inaugurated November 2003 Involves all municipalities and all specialised fields Four different electronic patient record systems (Effica, Esko, Mediatri, Pegasos) + Handling of referrals and feedback speeded up Patient history almost completely electronic Possibility to change a referral into a consultation The purpose of the electronic referral feedback system is to implement the message exchange referral feedback system between general health and special care. The production commissioning of the electronic referral system was initiated (inisieitid) in November At this moment nearly all referrals and feedbacks move electronic. The systems are easy to use and speed up the processing of referrals in specialised nursing and the transfer of feedbacks to the general health care system. The referral may also change in the consultation of the specialised nursing care and provide treatment instructions for general health care activities. In this way, the costs of specialised nursing may be reduced. We have also some private sectors who send electronic referrals to specialised nursing. 22 22

23 The Need of Distance Teaching and Learning in Lapland
The educational institutes in Lapland are quite small-sized, distances between them are long, selection of subjects is quite narrow and the amount of potential students seems to be smaller in the future (small age groups). These create great challenges for the institutions. - One way to manage the challenging situation is to utilize technological opportunities, like ICT.

24 Financed themes of distance teaching and learnig
Three main themes have been: I) equipment needed for connections II) educational material and research III) training for teachers and students on how to use the systems of distance learning - Each of the themes have to be managed or the others can not be utilized.

Integrated tourism planning covers all issues and levels affecting tourism resorts Water supply and sewage handling are important Development focus on biggest resorts Close co-operation with surrounding rural area Secure accessibility and compact housing taking into account climate change challenges Boosting international tourism demand Develop low seasons Public-private sector partnership and project coordination

35 New Cohesion policy for European North in 2014-2020
Objective 2-type of programme structure has to be secured to EU Northern Sparsely Areas as continuation of former Objective 6/1/2 –status on the basis of territorial cohesion in Lisboa aggrement ! Continuation of existing Interreg A,B and ENPI CBC programmes in European North is important ! EU Makro Regional Strategy for European North (from NW Russia to Island) compared to Baltic Sea Strategy as guiding document, should be worked out ! It would contain the European Arctic Dimension.
