1 Summer Jobs League 2015 TANF

2 Funding Funds for this the 2015 Summer Jobs program are from the Missouri Dept of Social Services (DSS), Family Support Division (FSD).

3 Outreach & Recruitment First come, first serve All youth must go through the web portal Schedule recruitment events at hours/times convenient for applicants. Work with local schools, community organizations and newspapers

5 Toolbox 2.0 (TB2.0) A desk aide will be available. Summer Jobs access

6 2015 TANF-Summer Jobs League Eligibility Age 16-24 Monthly income not to exceed 185% of Fed Poverty Guidelines E-verify requirement Priority of services for vets

7 Additional Documentation 1. A parent 2. A child living with the custodial parent or other adult caretaker/relative

8 Enrollment  Enrollment activities may begin April 1.  SJL Worksite enrollments may begin May 1.  TB2.0 data entry should occur in same week as paper enrollment, if TB is not used at time of enrollment. No backdating allowed.  Youth must be enrolled in program before any service can be entered.  Post accurate information to all job orders for report tracking and performance measure purposes.

9 Participant Orientation Before the youth’s work experience begins, they should be provided: Available services information Workplace behavior expectations Confidentiality, sensitivity, health & safety issues WIA complaint & grievance guide Release of information form Time sheet & training plan Applicants should be made aware their earned wages may affect their benefits. Orientation is different from Job Readiness Training 1 day for orientation 16 hours for Job Readiness Training and Financial Literacy

10 Financial Literacy 1 st Financial Credit Union Train the trainer sessions Pre and Post Assessments US Conference of Mayors

11 Assessment All youth receive initial assessment Objective assessment and comprehensive ISS not required for TANF-only youth Not required to assess basic skills for TANF- only youth

12 Worksites  Worksite agreements are required for each worksite, along with supervisor orientation.  Vendors should make an effort to match positions with participants’ interests & goals.  Supervisor Orientations with every supervisor to review workplace guidelines, child labor laws.  Training Plans for every participant

13 Case Management Case managers must maintain contact with each participant & employer at a minimum of every week How work is going If goals are being met If participant is having any problems With employer – how participant is doing on the job Enter service notes in TB

14 Supportive Services May include Transportation Child care Meals Appropriate work attire SLATE handles support services in-house Mileage rates may not exceed state rate of $.26 per mile. Documentation required and payment will not be made in advance.

15 Payroll All youth must be paid $8.00 statewide All youth must complete timesheets (template provided by DWD) All timesheets must be submitted on a consistent schedule every two weeks. Error free Youth may work Summer Jobs: 240 hours

17 Performance & Reporting Vendors will be required to track (in TB) the number of participants enrolled and the completion rate Youth enrolled ONLY in TANF will not be counted in the region’s WIA performance measures Document any projects, progress, include photos if possible Follow-up is not a required element
