2 Who We Are Public/Private Partnership initiated in 2002 Established in 2003 as a nonprofit organization, the Collaboration became a public/private partnership in which all of the local governmental agencies contribute financially and participate through staff and/or board involvement More than 60 active partners: – Village, Elementary and High School Districts, Township, Park District, Library – Community College, Universities – Health Care Providers, Developmental Service Providers, Early Intervention – Child care centers, preschools, home child care providers

3 A Snapshot of Oak Park and River Forest Children Birth Through Age 5 There are 5,400 children in Oak Park and River Forest under kindergarten age. 800 children are at-risk of school failure due to family income, special needs, or other factors. 70% of children under kindergarten age live in families with all parents working. There is a lack of services for infants, toddlers, and their families. 95 % of families use some form of non parental care; many families use a patchwork of care. Parents at all income levels report feelings of isolation and stress when seeking to locate early childhood services.

7 Oak Park & River Forest Home Visiting and Early Parent Support Program The Collaboration for Early Childhood is looking for a partner agency to help implement one of its primary strategies aimed at providing parents/ guardians, primary caretakers of children birth to five with the information, support and resources they need to be successful in promoting and supporting their child’s development. We are not just looking to make a grant. We are looking for a partner to advance the goals and mission of the Collaboration and become fully engaged in the Oak Park River Forest community.

8 Primary Strategies for Oak Park & River Forest 1.) Implement a home visiting program with fidelity to one of the following home visiting models: Healthy Families America Parents as Teachers 2.) Develop a low intensity, parenting support program for all families with children birth to three in cooperation with the Collaboration for Early Childhood

9 Purpose of this Funding: Use evidence-based home visitation as a strategy to: – Improve coordination of services for at-risk families – Identify and provide comprehensive services to improve outcomes for families and children. Develop and implement with the Collaboration, a “low- intensity” home visiting or parent support program to – Provide families information about child development and community resources – Foster connections between parents to overcome feelings of isolation.

10 Other Requirements To collect data on children from prenatal to age three who are receiving Collaboration-funded home visiting services To ensure the home visiting program is effectively connected to required community-based organizations and services To further develop and strengthen the Collaboration and local infrastructure necessary to support effective service delivery

12 Funding Available: The project is designed to ramp up to full capacity over a three-year period. Incremental growth in funding is planned to support increased program services and will involve a multi-year contract with selected vendor(s). Funding available is as follows: September 1, 2013 - June 30, 2014: $210,000 July 1, 2104 - June 30, 2015: $450,000 July 1, 2015 - June 30, 2016: $675,000

13 Budget Details Develop the budget using the attached template and be as complete and detailed as possible. Program supervisor should be hired to develop and manage the model program and low intensity program in year one as the first staff person hired. The Collaboration and its funders have prioritized the implementation of the model program for at-risk families and expect staff to be hired and services to begin in year one. The Collaboration anticipates that agencies will stage the hiring of home visitors to expand program services in the first year and then in year two and year three at a somewhat slower rate. The Collaboration and its funders also expect implementation of the low intensity program in Year 1, however, they anticipate a slower rate of program expansion and staff hiring in years one and two than that for the model program. Describe the agency contribution (funding and in-kind support) for the project.

14 Background Check Requirements The Contract for Services with the Village of Oak Park, District 97 and District 200 requires the Collaboration to perform fingerprint-based, criminal background checks for all personnel who have direct contact with children in compliance with IL School Code (105 ILCS 5/10-21.9) and to provide them with the reports upon their request. This includes the people working for our contractors. We are currently looking into the best and easiest way to make this work to meet the terms of our contract with the jurisdictions and meet the background check needs of our contractors. It will become a requirement in the Collaboration’s contract with the home visiting and early parenting support agency(ies).

15 Decision-making Process Submitted RFP’s will go to a panel to be reviewed, commented on, and scored. Once the plans have been reviewed, the top ranked agencies will be asked to come in for an interview. Remember, the Collaboration is looking for a strong partner that is committed to providing high-quality evidence based home visiting programs, becoming an integral component of the early childhood arena in Oak Park and River Forest and willing to advance the mission and strategic objectives of the Collaboration and the early childhood community in our Villages. Funding Decisions should be made by mid-September.

17 Agencies should notify Carolyn Newberry Schwartz, Executive Director of their interest via e-mail by July 17, 2013, at cnewberry@collab4kids.org. Include name and contact information, and selected home visiting program model (Letter of Interest is optional).
