1 December, 2005 2 The world has changed...... and the legislator has reacted : Awareness: research results have an economic value! The US have done it for a long time – Bay-Doyle Act Assumption of the public and some parlamentarians: research at the universities cost a lot of tax payer money and the transfer of the results into products is not effective enough Discussions with industry: industrial partners are less interested in „published knowledge and know-how“– universities on the other hand should and must publish. Since confidentiality is difficult at the universities intellectual property has to be protected.

March 2003 The council of the Swiss Federation … decides:... Art. 2Purpose 1. The ETH and the research institutes shall: a) Educate students and specialists on scientific and technical topics and guarantee a permanent continuing education; b) Enhance scientific insight through research; c) Foster the new scientific generation of talents; d) Offer scientific and technical services. e) Render public relations; f) Exploit its research results.
