2  Authorized by Chapter 1 of Title VII of Rehab Act to promote a philosophy of IL, including philosophy of self control, peer support, self-help, self-determination, equal access, and individual system advocacy.  To maximize leadership, empowerment, independence, and productivity of individuals with significant disabilities, and promote and maximize integration and full inclusion of individuals with significant disabilities into mainstream of American society Purpose

3  DRS is the Designated State Unit (DSU) responsible for administration of the VR program  provides fiscal oversight for the Part B funds that go to the 3 CIL’s in South Dakota.  provides direct oversight of these funds and related activities and provides technical assistance to the CIL’s as requested.  This requires annual on-site reviews of the Independent Living Centers to ensure fiscal and programmatic accountability of Part B funds. 4  To be eligible to receive assistance under Chapter 1 of Title VII of the Act, each state shall establish a Statewide Independent Living Council (SILC) which meets requirements of Section 705 of the Act.  SILC must be independent of the state agency  Members appointed by the Governor Statewide Independent Living Council

5  At least one CIL Director  Representative from the DSU and other state agencies that provide services to individuals with disabilities (non- voting)  Individuals with disabilities  Parents/guardians of individuals with disabilities  Advocates  Representatives from private businesses  Representatives from organizations providing services to individuals with disabilities Composition of SILC

6  SILC member composition must be comprised of members who:  Provide statewide representation  Represent a broad range of individuals with disabilities  Are knowledgeable about centers and IL services  At least 50% of SILC voting members must have a significant disability Qualifications of SILC

7  Jointly develop and sign the State plan required by Section 704 of the Act  Monitor, review and evaluate implementation of the state plan  Coordinate activities with VR Board and councils that address needs of specific disability populations  Ensure regular meetings are open to the public and advance notice provided Duties of SILC

8  Overall Goals of the IL programs and services: 1. Provide quality IL services, emphasizing the 4 core IL services to eligible individuals that will enable them to fully participate in community life. 2. Improve access to IL services for eligible individuals who are currently unserved or underserved. State Plan for Independent Living

Work to expand availability of accessible, affordable housing options for individuals with significant disabilities. 4.Strengthen IL services in SD and advance the IL philosophy of consumer directed services. Each Goal has objectives and activities the SILC workgroups work on to achieve the above stated goals. Objectives include time frames. State Plan for Independent Living

10  SD Division of Rehabilitation Services awards Part B funds directly to CIL’s for provision of IL services. Part B funds also used to fund administrative support for the SILC.  Rehabilitation Services Administration awards Part C funds directly to the CIL’s annually for provision of IL services. 15  Individual with a significant physical, mental, cognitive or sensory impairment;  Ability to function independently in the family or community or to obtain, maintain or advance in employment is substantially limited, and  For whom delivery of IL services will improve ability to function independently in the family or community or to continue employment. Eligibility

16  Information and Referral Services- can be provided to anyone in relation to their rights, resources and responsibilities, can be provided individually, in a group, in person or by phone.  Independent Living Skills Training-teach independent living skills such as food prep, social skills, shopping, personal grooming, and financial management. Should encompass a broad view of life skills and not limited to basic survival skills. Core Services

17  Peer Counseling Services- Provided to IL clients by an individual with a similar disability. Can meet one-to-one or with a group of peers to discuss issues related to their disability.  Individual and Systems Advocacy- Assist an IL client in developing skills needed to advocate on their own behalf. Includes community awareness, assistance in obtaining access to benefits, and services and programs which client may be entitled.  Travel Core – Travel time to deliver Core services to IL clients. 18  Children’s Services – for youth under age 14 to supplement services offered by school system to foster child’s learning and ability to function independently.  Housing and Shelter – Securing housing, adaptive housing services  Mobility Training – Services to assist an individual to get around in their home and community Other Services

19  Personal Assistance Services – Assist with personal bodily functions, communicative, household, community participation  Preventive Services – Services intended to prevent additional disabilities or prevent increase in severity of existing disability.  Prostheses, orthotics – Assistance to obtain through other sources adaptive device or appliance to substitute for one or more parts of the human body Other Services

20  Recreational Services – Opportunities for involvement in meaningful leisure time activities (participate in community affairs and other activities that may be competitive, active or quiet).  Transportation Services – Services to assist individual to secure reliable, safe transportation Other Services

21  Youth Transition Services – for 14-24 year old students to promote self awareness, self esteem, develop advocacy and self empowerment skills. Assist to explore career options, transition to post school activities, adult services, etc.  Communication Services – Train in communication equipment use, interpreter services, Braille instruction, reading services Other Services

22  Rehabilitation Technology Services – Services assisting in acquisition or use of applied technologies or engineering methodologies to address barriers in education, rehabilitation, transportation, recreation.  Employment/Vocational Services – Services to achieve or maintain employment.  Assistive Technology- Any device used to increase, maintain or improve functional capabilities and any AT service that assists in selection, acquisition or use of an AT device. 23  Home Modifications and Assistive Devices – Devices and modifications that teach a client to function independently in the family or community or to obtain, maintain, or advance in employment. (ramps, roll-in shower, lower cabinets)  Telecommunication Adaptive Devices – assist a client to independently communicate or answer the phone.  Travel Other – Travel time to deliver Other Services to IL clients. 29  Section 704(c) of the Rehabilitation Act of 1973 as amended by the WIOA (Workforce Innovation and Opportunity Act) effective July 22, 2014:  Independent Living was a program with US Department of Education Rehabilitation Services Administration with authority over Independent Living Centers  Elevates IL Program by establishing an Independent Living Administration through US Dept. of Health and Human Services Administration for Community Living. Reauthorization of Rehab Act

30  Adding to the purpose of the Act:  To maximize opportunities for individuals with disabilities, including those with significant disabilities, for competitive integrated employment  Increase employment opportunities and outcomes for individuals with disabilities through encouraging meaningful input by employers and VR services providers on successful employment placement strategies  Ensure youth with disabilities transitioning from special education services under IDEA and Section 504 are continuing their education or employed in competitive integrated employment. 31  Addition of Transition as 5 th Core Service  Increase in Part C funds over a 5 year period  National Institute on Disability, Independent Living, and Rehabilitation Research (from NIDRR to NIDILRR) and the Assistive Technology Act also move to the Administration of Community Living (ACL)  Older blind services remain with RSA Other changes
