1 Survey Results – Utilization of AQAST Products NASA AQAST Meeting June 2, 2015 St. Louis University Theresa Pella, Executive Director CenSARA

2 Purpose Gain understanding of how AQAST products are being utilized – Survey – 7 questions 36 respondents – EPA, states, tribe, MJOs

3 General Information about NASA AQAST Familiar with? – Yes – 25 – No – 11 Partnered with? – Yes – 7 – No – 24 – N/A - 1

4 Partnered with NASA AQAST for special studies or routine work and USED the results 4 respondents – Examine high ozone periods possibly influenced by long-distance transport – Develop satellite-derived NO2 trend data for SIP WoE – Improve biogenic emissions inventory for VOC and NOx via solar radiation data for SIP modeling – Help to confirm or deepen understanding of issues (ex: transport) through improved modeling

5 Partnered with NASA AQAST for special studies or routine work but DID NOT use results 4 respondents – Routine work product, but not related to the agency’s activities or obligations – Role was to provide input, not necessarily use the results – Timing not ripe yet to use – need final 2015 Ozone NAAQS – Not sure if project was ever finished – Project was intended to reduce uncertainties in emissions inventories, but was not replicable for emissions inventory work

6 Benefits of Participating Improved understanding of the basic science driving air pollution, including the contribution from interstate transport. Hope to have improved models that can be used to support future SIPs. Ability to do additional analysis to further focus AQAST work. Helpful in focusing on policy relevant questions. Staff earns new skills from scientists and develops relationships for resources.

7 Challenges Listed as air quality management participants on a project, but consisted of activities the agency did not conduct, so not relevant. Was consulted and provided technical assistance early on, but final work products not relevant to work activities or obligations. Unsure if other areas in the organization collaborated with a team or used results. Not kept in the loop regarding progress of the project or if it was ever completed. Saw no practical benefit from participation in the process. Had the impression the team was only interested in having agency listed as a member, not in collaboration. Need more information on how the organization does and may help tribes and states air quality programs. Is it possible to better coordinate research with air quality program requirements while everyone’s guessing what’s behind the “Eight Ball” with NAAQS reviews?
