1 How can we reach the new WEEE collection targets? Wednesday, 27 February 2013 Brussels Filippo Bernocchi Delegate to Energy and Waste ANCI - National Association of Italian Municipalities

2  Participates, through its own representatives, in every institutional office where decisions concerning the interests of Local Authorities are taken;  Provides consultancy to Municipalities, directly or through agreements or conventions;  Participates, as an employer, in the Italian Agency for Contractual Representation in the Public Sector (ARAN) in relation to the national labour contract for public employees;  Promotes studies and research on issues that affect Municipalities and Metropolitan Cities, steering its own capacity to anticipate trends, changes and new critical situations in the public sector;  Facilitates initiatives to disseminate knowledge of institutions, to improve civic education and to encourage the participation of citizens in municipal life;  Encourages and co-ordinates the activities of ANCI members in the fields of international relations and co-operation. At present time, 90% of all Municipalities (7,300 of 8,092) are members of ANCI ANCI: THE NATIONAL ASSOCIATION OF ITALIAN MUNICIPALITIES The fundamental aim of ANCI’s activities is to represent and safeguard the Municipality’s interests, lobbying Parliament, the Government, Regions, and Italian Public Administration and EU bodies.

3 On 8.092 Italian Municipalities much as 24% (n. 1.946) have less then 1.000 inhabitants and only 6 more than 0,5 million inh. 4 4 Legislative Decree 152/2006 (Article 198) fixed the area of responsibility of Municipalities for urban solid waste management. According to Italian law, Municipalities participate in the management of municipal solid waste and assimilated waste within “Optimal Territorial Areas”, in condition of sole-right. Municipalities contribute to regulate the management of municipal solid waste adopting special regulations in compliance to principles of transparency, efficiency, effectiveness and economy within the framework of “Optimal Territorial Areas” plans. WASTE MANAGEMENT - RESPONSIBILITIES OF MUNICIPALITIES

5 The Municipal regulations must set:  measures ensuring human health and environment protection in all phases of municipal waste management;  service mode for the collection and transportation of municipal waste;  procedures for effective and efficient separate waste collection, waste reduction and waste recovery;  policy of assimilation – for quantity and quality - of non-household and non-hazardous waste to municipal waste;  prohibitions, obligations and fines. WASTE MANAGEMENT - RESPONSIBILITIES OF MUNICIPALITIES

6 HOUSEHOLD WEEE – MAP OF RESPONSIBILITIES & DUTIES RESPONSIBILITY / DUTYWHO IS RESPONSIBLE? Separate collection and set up of collection points  Municipalities / companies delegated by them Free of charge delivery  Municipalities (delivery from retailers)  Retailers (one-to-one take back to consumers) Pick up and treatment of collected WEEE (from Municipal Collection Points and from mass retailers collection points) EEE Producers Setting up of treatment and recovery system for collected WEEE EEE Producers Enrollment in the National Registry and annual communication of amount of EEE put on the market EEE Producers Information (to citizens and consumers)  Municipalities / Companies delegated by Mun. (to citizens and customers)  Retailers (to customers)

7 Citizens - Customers Municipalities Collection Producers Through Collective Schemes Pick up and transport Treatment Planning Agreement ANCI-CdC RAEE (2008 – 2012) Retailers, home appliances services, Tech. Assistance Centre Memorandum of Understanding ANCI - WEEE Coordination Centre – Associations of retailers (since 2010) Planning Agreement WEEE Coordination Centre- Associations of retailers (since 2010) MAP OF MULTI-STAKEHOLDER AGREEMENTS

8 ROLE OF TECHNICAL WORKING GROUPS No collection point in the Municipal territory Any collection point is “open to retailers” At least 1 collection point “open to retailers” is available in the territory MAIN WEAKNESS OF THE ITALIAN COLLECTION SYSTEM 40% of Italian Municipalities has a WEEE collection point (73,5% of the overall population) In Southern Regions 74% of Municipalities do not have a MCP (42% of population = 8,8 million inh.)

9 In addition, almost 5 year after the start up of the WEEE National System… MAIN WEAKNESS OF THE ITALIAN COLLECTION SYSTEM  “One to one” take back from Retailers is still suffering constraints related to bureaucracy and lack of infrastructures (only 62% of Municipal Collection Points are available for delivering WEEE)  Municipalities still collect most of WEEE  Lack of public information to citizens: almost any communication activities has been done at national level; at local level only uncoordinated initiatives and retailers are not very active on this side…  not everyone knows where to take their WEEE

10 New (very) ambitious collection targets… 2012 - 2015 4 kg / inh. or average 3 preceding years 2016- 2018 45% PoM (3 preceding years) From 2019 65% PoM (3 preceding years) or 85% WG > 8 kg / inh. > 12 kg / inh. THE NEW EUROPEAN DIRECTIVE

11 …requires a completely new approach a)Simpler and more effective regulations, in order to make the collection of WEEE easy: – clear definition of roles and responsibilities – “mandatory cooperation” among all the involved actors – no unnecessary administrative tasks – no conflict with the general waste legislation (i.e. about lamps) HOW CAN WE REACH THE NEW WEEE COLLECTION TARGETS?

12 b) Communication & education campaigns: – explaining what WEEE means – showing environmental and economic benefits of a proper WEEE management and treatment – telling to citizens “how to do” in practice HOW CAN WE REACH THE NEW WEEE COLLECTION TARGETS? …requires a completely new approach

13 c)New collection methodologies: – “1 against 0” by EEE Retailers – street containers for small WEEE & home collection for large WEEE – involvement of no-profit associations, schools, stores… HOW CAN WE REACH THE NEW WEEE COLLECTION TARGETS? …requires a completely new approach

14 Our initiatives: WEEE@school WEEE @Mc Donald’s Communication campaigns & testing of innovative collection methodologies financed by the Collective Schemes coordinated by Ancitel Energy & Environment HOW CAN WE REACH THE NEW WEEE COLLECTION TARGETS? …requires a completely new approach

15

16  training and technical assistance  communication and information services  calls to make resources available for the development and upgrading of MCPs Further development of support activities to Municipalities and operators of WEEE collection centres (ongoing since 2008) HOW CAN WE REACH THE NEW WEEE COLLECTION TARGETS? …requires a completely new approach

17 d) Proper financing of collection activities: because: – Municipalities have not funds enough – Retailers cannot collect for free Then: – a new “visible fee” system to finance the whole chain (collection, transport, treatment) How can we reach the new WEEE collection targets? …requires a completely new approach
