AERC Development AERC Member’s Meeting April 8, 2015 Alexandria, VA 4/8/2015Attachments Energy Rating Council4

Program Background Main Objectives Develop energy performance-based rating and certification standards and program procedures Oversee the implementation of procedures Develop and maintain a database of fenestration attachment product performance Summary Up to $1.6 million, 1 award; 4 year funding period Cooperative Agreement with substantial involvement between EERE and WCMA; Minimum 35% cost share Financial self-sufficiency at the end of four year funding period

Despite the large energy savings opportunity, the market tells us that window replacements are too expensive. Fenestration attachments have a large estimated energy savings potential Currently no consistency in performance rating protocols and thus no way to identify efficient products There is currently no organization responsible for creating a viable rating program for attachments The proven strategy to grow market share of EE consumer products— ENERGY STAR or a similar program—requires an established independent rating and certification product for energy performance Why did DOE invest?

Slide 7 Developing cost-effective performance indices Program establishment and management Rating program development Attachment labeling guidelines and enforcement IT systems management Long-term financial self-sufficiency Final Deliverables Rating, Certification, and Labeling Program Certified Products Database for Fenestration Attachments Program Performance Targets

YearEvent 2009- presentAttachments added to WINDOW and THERM June 2010Industry approaches DOE and EPA about adding window attachments to ENERGY STAR February 2012WCMA provides BTO with Roadmap to ENERGY STAR or similar program Winter 2012BTO develops prioritization tools Spring 2012DOE funds analysis of data gathered via D&R on the installed base of window and window attachments and user behavior; LBNL used results to generate climate-based energy savings estimates Program Development Timeline

FOA Development Timeline YearEvent July 2012DOE technical workshop for attachments August 2012GC rules window attachments do not have to rated by NFRC October 2012FOA development begins January 2013RFI released and received 13 responses November 2013FOA released: Lawrence Berkeley National Laboratory (LBNL) will provide key technical support and software tools for product rating and certification May-Sept 2014WCMA selected for negotiation and ultimately awarded $1.6M Program Development Timeline

Held kick-off meeting with DOE November 2014 Biweekly coordination meetings with LBNL, DOE and WCMA Drafted proposed committee structure Formed Interim Technical and Marketing Committees – Held in-person meetings in Atlanta (Jan) and DC (March) Seated initial Board of Directors 4/8/2045Attachments Energy Rating Council11 Progress to Date

12 BTO’s Integrated Approach Research & Development Develop technology roadmaps Prioritize opportunities Solicit and select innovative technology solutions Collaborate with researchers Solve technical barriers and test innovations to prove effectiveness Measure and validate energy savings Codes and Standards Establish minimum energy use in a transparent public process Protect consumer interests Reduce market confusion Enhance industry competitiveness & profitability Expand portfolio of EE appliances & equipment Raise the efficiency bar Market Stimulation Identify barriers to speed and scale adoption Collaborate with industry partners to improve market adoption Increase usage of products & services Work through policy, adoption, and financial barriers Communicate the importance and value of energy efficiency Provide technical assistance and training BTO Ecosystem AERC is a rare opportunity to engage across BTO’s portfolio. There is a lot of excitement from my colleagues. And big expectations!
