3 Why an International Task Force on Teachers for EFA and Why support PACTED?  Persisting qualitative & quantitative teacher needs  Need for global coordination  Need for keeping teachers on the political agenda  Support countries to address the need to: Develop appropriate policies Develop the capacity to plan, implement, monitor & evaluate Generate and efficiently use the necessary financial resources All the above are to be informed by evidence (data, research)  PACTED = a regional illustration of the above

4 The Task Force’s contribution to PACTED 1.Serves as secretariat for PACTED Partners 2.Partners consultation (Ouagadougou, Feb 2012) 3.Prepared PACTED M&E Framework 4.Organized PACTED Roadmap dissemination and implementation workshop (Paris, Sep 2012 & Windhoek, Nov 2012) see reports 5.Mobilized partnerships (Thailand and India) for PACTED 6.Include support to PACTED in its strategic plan for 2013-2016

5 PACTED ACHIEVEMENTS: OPERATIONALIZING THE ROADMAP 1.Linking the Roadmap with the AU 2 nd Decade plan of Action 2.Developing an M & E framework 3.Making the roadmap result-oriented 4.Development of a dissemination plan 5.Integrating a need for resource mobilization 6.Setting up a coordination team 7.Proposing a lead agency for each objective 8.Proposal for piloting the roadmap

6 OPERATIONALIZING THE ROADMAP (in details) For items 1 to 5, these improvements were integrated into the new draft of the Roadmap in a background/introductory page For item 6 (Coordination) AU PACTED partners propose: AUC as lead political coordinator ; the Int’l Task Force on Teachers as lead technical coordinator For item 7 on lead agencies, see next slide For the piloting of the roadmap and M&E tool, countries identified are: Kenya, Senegal, Togo (and possibly a state in Nigeria)

7 OPERATIONALIZING THE ROADMAP LEAD AGENCIES FOR ROADMAP OBJECTIVES Roadmap Obectives 1.Define standard-setting characteristics for teachers in Africa (UNESCO) 2.Greater use of distance learning to improve access to teacher training (African Council for Distance Education – ACDE) 3.Improved performance in science, mathematics and technology; ( Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA) Lead agencies 4.Standardization of teacher recruitment and mobility;( ComSec and IICBA ) 5. Use of the General History of Africa in education; ( UNESCO & AUC ) 6. Filling of policy gaps regarding the teaching profession ( IICBA & ADEA )

8 OPERATIONALIZING THE ROADMAP CHALLENGES & OPPORTUNITIES CHALLENGES 1.Limited ownership by Member States 2. Limited engagement of the Regional Economic Communities 3. Resource allocation & mobilization 4. Weak Communication 5. No systematic social dialogue on teacher issues OPPORTUNITIES 1. PACTED back-to-back to COMEDAF; Pilot countries; Task Force focal points 2. Sensitization and training scheduled for RECs officers by coordinating team 3. Call for Member States’ commitment; South-South partnership (Thailand & India ) 4. ADEA WG on Communication ; Task Force Webpage on PACTED 5. EI & Task Force proposal for a roundtable (Ministers & Teacher Unions

9 PROPOSAL FOR THE WAY FORWARD 1.The meeting to Endorse : a.the Coordination mechanisms b. proposed pilot agenda 2.The meeting to recommand realistic resource mobilization plan for PACTED up to 2015 3.Lead agencies to prepare workplan (see proposed TORs) 4.Inclusion on a High-level Regional roundtable on social dialogue in next PACTED agenda
