2 A Youth Guarantee  Council Recommendation of 22 April 2013. Member States commit: ensure that all young people up to 25 receive a good-quality offer of employment, continued education, an apprenticeship or a traineeship within four months of becoming unemployed or leaving formal education.

5 Pilot outreach and awareness raising activities on the YG Young people not always aware of existing opportunities and schemes (2014 Eurobarometer on YG) Need to enhance outreach to NEETs (CSRs 2014 for LV, PT and RO) FI, LV, PT and RO responded to call for interest from EC Objective: invite young NEETs to register with YG providers and enhance impact of YG schemes

8 Improving the quality and relevance of higher education 8 Involving employers and labour market institutions in the design and delivery of programmes Supporting staff exchanges and including practical experience in courses can help attune curricula to current and emerging labour market needs and foster employability and entrepreneurship.

9 Linking higher education, research and business for excellence and regional development 9 Encourage partnership and cooperation with business as a core activity of higher education institutions, through: -reward structures -incentives for multidisciplinary and cross-organisational cooperation, - and the reduction of regulatory and administrative barriers to partnerships between institutions and other public and private actors.
