Background  WTO system has reduced most trade barriers caused by tariffs  But different countries’ different automobile safety standards work as technical trade barriers Korea needs to respond to this trend  China, Japan, Korea  United States (FMVSS)  Europe (ECE, EEC)  Australia (ADR) ….. Trade Conflict  Technical non-tariff barrier  Car manufacturing cost increases  Duplicate investment in safety standards Trade Liberalization in Global Market  Automobile safety standards are being globalized  Need arises for internationalization and mutual-recognition of safety standards

15 Step 1 Collecting Opinions from Interested Parties When making plans for standards establishment/amendment, we will gather opinions from various stakeholders including car manufacturers, consumers and related organizations throughout the whole process. Step 2 Regulatory Impact Assessment 1 st Assessment: Within MOCT 2 nd Assessment: Through Regulatory Reform Committee Under Prime Minister (PM) - Co-Chair: PM and civilian representative - Members: 12 civilian representatives, 6 Gov. representatives Step 3 WTO Notification Notification to WTO: 1.
