6 DGET Schemes for 3 L To update & upgrade knowledge & skills of serving industrial personnel under AVTS, Hi-Tech and Supervisory training is provided in 21 instts. + ITIs Management Development Programmes for Principals of training institutes and executives from Industry Training of instructors in 19 institues Skill-oriented training for women in 11 exclusive institutes /wings.

7 Focus on pre-service training Large workforce but limited opportunities for 3L Majority of the work force (more than 80%) does not possess any identifiable marketable skill Lower percentage of skilled persons in the workforce (only 5% of youth in age group of 20-24 are formally trained) 93% of workforce is in the informal sector but few programmes are designed for them Need to strengthen 3 L in India

8 Realization of lifelong learning should be based on the explicit commitment: by governments by investing and creating the conditions to enhance education and training at all levels; by enterprises in training their employees; and by individuals in developing their competencies and careers” Recommendations of ILO on 3 L

9 Upgrading 500 ITIs in to CoEs Skill Development through Modular Employable Skills (MES) in PPP Mode e-learning Initiatives taken to strengthen 3 L

10 The objective of the scheme is to upgrade the existing 500 ITIs in to “Centres of Excellence” (CoE)” for producing multi skilled workforce of world standard. This will also help the employees to upgrade their competencies as per need of the hour (e.g. CNC machining, CAD/CAM, PLC, Auto Electronics) Upgradation of 500 ITIs into Centres of Excellence

11 The highlights of the scheme are: Introduction of multiskilling courses during the first year Advanced/specialised modular courses subsequently Selection of CoE based on industry cluster in the region Multi entry and multi exit provisions Public-Private Parternership in the form of Institute Management Committees (IMCs) Upgradation of 500 ITIs into CoE … contd.

14 Target Groups & their needs can be summarised as

15   Employable skill areas are identified   Course curricula is prepared in consultation with concerned industries and trade experts   Flexible Training delivery (part time, weekends, full time, onsite/ offsite) to suit the convenience of various target groups   Testing of skills is done by independent professional bodies/industry association   National (NCVT) certificate is provided   Post training support MES methodology
