2 Successes Educating AI/AN clients about the ACA, health insurance, Medicaid/CHIP, and exemptions. Explaining health insurance Explaining benefits of being covered. Enrolling AI/AN in Medicaid/CHIP Enrolling AI/AN in the Federally Facilitated Marketplace, one person who has been self employed for 15+ years without health coverage. Created list of information to bring to apply for Medicaid/CHIP and a list for the Marketplace

3 Marketplace Info Sheet Marketplace:www.healthcare.gov *All information required for each person(s)/tax household applying Social security numbers Employer information: name and address Proof of income: paystubs, W-2 forms, wage and tax statements Info. about any job related health insurance available Policy number for current health insurance and name of company Email account for main person applying *If applying for exemption provide CIB and Social Security #’s for each person*

4 Medicaid/CHIP Info Sheet Medicaid/CHIP: jobs.utah.gov *All information required for each person(s)/tax household applying Social Security numbers ID: Driver’s license, state ID, or tribal ID CIB Bank Accounts: date opened (saving and checking) and current amount Date purchased vehicles and license plate numbers Market value of assets: house, land, rental home, etc… Employment: Proof of income last 30-60 day pay stubs Date of hire & date of 1 st paycheck Last day worked & date of last paycheck Facebook, Yahoo, Gmail, or Utah ID login in and password *If applying for exemption provide CIB and Social Security #’s for each person*

5 Successes: Outreach Traveling to tribal lands regularly Pow-wows Setting up weekly at the Native American Trading Post Attending Title VII (Indian Education) parent meetings

6 Barriers/Challenges Utah not expanding Medicaid has been the biggest barrier. Advertisements on TV, radio, billboard, etc… never talked about the ACA and the special circumstances for AI/AN. AI/AN people don’t know they can still sign up. Clients understanding basic insurance terms, such as premiums, deductible, co- pay, co-insurance, and tax subsidies

7 Barriers/Challenges Want to work with local tribes, communication is not always the easiest as often don’t hear back from some tribes FFM call center employees are not always helpful Difficult: how to reach those who are uninsured but qualify for the FFM Demographics: most overwhelmed with other things, survival, pay bills, etc… Don’t need insurance: can come to UIC or another I/T/U facility for services

8 Lessons Learned Ask questions regarding income and use Medicaid/CHIP income limits table and Federal Poverty guidelines table to determine which programs client will most likely qualify for. Ask client to make an appointment to come back and apply on-line with Navigator assistance. Give client list of items and information to bring to complete application. Inform client they will need an active e-mail address for ACA and either Gmail, Facebook, Utah ID #, or Yahoo account for Medicaid/CHIP.
