3. Illinois History In Early 1673 two French explorers Jacques Marquette and Louis Joliet were the first Europeans in the area. In 1699 French settlers established the first settlement of the area, which is near present day East St. Louis. Illinois was the 21 st state to enter the union on December 3 rd, 1818.
