Federal, state, and local government and private industry Non-federal participants must have a federal sponsor Who Qualifies

4 TSP  Objective: to ensure priority restoration of communications lines most critical to the security and safety of American citizens  Protection during disasters: floods, forest fires, hurricanes, tornadoes, earthquakes, and terrorist attacks  Provides guaranteed priority restoration of telecom services when service providers’ resources are overextended

5 Mid-America Regulatory Conference - June 9, 2003 5  User identifies most essential lines  User contacts administrator (NCS) and requests TSP-designations  User requests TSP service from carrier  Carrier updates its TSP database  When outage occurs, TSP lines are first to be restored How TSP Works

7 GETS  Objective: to ensure emergency calls are completed when network is congested  Network congestion common during disasters  Substantially improves completion rates of emergency calls

8 How GETS Works  User identifies key personnel  User requests GETS cards from NCS  User distributes cards to key emergency personnel  Cards contain special dialing instructions and PINs

When prompted, dial your destination number (Area Code + Telephone Number). GETS authority is vested in the individual, not the phone number, through use of a calling card GETS priority is invoked “call-by-call”

12 How WPS Works  User subscribes to commercial wireless service  User requests WPS approval from NCS  Wireless service provider activates WPS feature for individual cell phone  Special per-call dialing instructions

(Including 710- NCS-GETS) The Rest is Automatic: Your call will queue for the next available traffic channel WPS
