3.  The Illinois Board of Higher Education functions as a coordinating agency for public and private postsecondary education in Illinois.  Established in 1961, the board and its structure have been amended a number of times since then, most recently in 1995.  Key legislation enacted in 1995 - ◦ Reduced the membership of the board from 17 to 16 members, eliminating the chairs of the then 4 public university governing boards and adding 2 members, 1 representing independent colleges and university boards of trustees ◦ Abolished 2 of the 4 public university governing boards, the Board of Governors and the Board of Regents; transferred 1 of their campuses to the governance of the University of Illinois; and established individual institutional governing boards for the remaining 7 institutions, formerly governed by the Board of Governors and Board of Regents

4.  The Board consists of 16 members: ◦ 10 public members appointed by the governor with the consent of the Senate for 6-year terms; ◦ A member representing public university governing boards and a member representing private college and university trustees, both appointed by the governor for 1-year terms; ◦ The chair of the Illinois Community College Board and the chair of the Illinois Student Assistance Commission, both of whom serve as ex-officio voting members by virtue of the office that he or she holds and serve at the pleasure of the governor; ◦ Two student board members who serve a 1-year term selected by the recognized advisory committee of students of the Board of Higher Education, one of whom must be a non traditional undergraduate student who is at least 24 years old and represents the views of non traditional students

5.  Planning and policy development for all public universities, public community colleges, independent not-for-profit colleges and universities and degree-granting proprietary institutions  Administers state and federal grant programs  Approves all new units of instruction, research, and public service, as well as new academic administrative units, for public colleges and universities in the state  Has statutory responsibility to approve operating authority and degree-granting authority for certain independent and out-of-state institutions operating in Illinois  Maintains Information Systems & Technology to establish and collect a system of comprehensive, meaningful, and timely data about higher education in Illinois

6.  Continually monitors legislation that affects colleges and their students;  Proposes initiatives to advance Board priorities;  Addresses issues raided by members of the General Assembly  Reports annually to General Assembly on: ◦ budget recommendations for higher education institutions and agencies ◦ public university revenues and expenditures ◦ the status of underrepresented groups

7.  Entitled One Illinois, the Illinois Public Agenda for College and Career Readiness hopes to bridge the divide between the two parts of Illinois: one educated and prosperous, the other struggling to achieve educational success and financial securityOne Illinois  The Public Agenda includes 4 goals: 1. Increase educational attainment 2. Improve college affordability 3. Strengthen workforce development 4. Link research and innovation to economic growth

Develops, maintains, and administers a comprehensive program of human resource administration for the higher education community, specifically related to the employment and employment relationship with their auxiliary and support staff positions The University System has developed a comprehensive set of Administrative Rules and Procedures which effectively facilitate the administration of many aspects of the employment relationship

11.  SURS administers the retirement system for state universities, community colleges, and state agencies in Illinois

12.  Serves as the coordinating board for the 39 public college districts that have a combined total of 48 campuses  Each public community college district is governed by a locally elected Board of Trustees  There are 9 public university governing boards (seven govern a single campus and 2 govern multiple campuses)

18.  Faculty Advisory Council - an advisory group to the Illinois Board of Higher Education comprise of 36 faculty members: Faculty Advisory Council ◦ 12 representatives, one from each of the 12 public universities ◦ 12 representatives from the private and proprietary institutions ◦ 12 representatives from the public community colleges in the state  Student Advisory Committee - made up of student leaders and students from any college, university, or community college from across Illinois to advocate on behalf of all higher education students in to ensure that their voices are represented in state-level discussions of higher educations related issues Student Advisory Committee
