1 Welcome and thank you for attending our Webinar detailing the USPS move out of the Twin Cities Metro Hub. As we have many people in attendance today, please submit your questions via the question box on your computer screen. We will collect them and answers will be provided tomorrow at the Twin Cities PCC website This presentation will feature both audio and visual information. 2 USPS Twin Cities Metro Hub
We’re Moving! USPS Twin Cities Metro Hub Delivery Zip Codes (March 26) 55404 and move to Minneapolis Main Office, 100 S. 1st St. Business Mail Entry Unit (April 30) Twin Cities BMEU (co-located with St. Paul P&DC) Twin Cities BMEU West (co-located with Fridley Branch) Volume Limitations – 6 Rolling Stock or 2 Pallets per day Processing Operations (March – April 22, 2011) Transition period with various operation changes Moving the processing operations will allow for increased efficiencies in mail flow and transportation which will also reduce necessary costs. The Twin Cities Metro Hub is closing. This affects many of our operations: Mail processing for both Minneapolis and St. Paul Customers whose addresses are in ZIP Codes and 55454 Minneapolis BMEU Customers The Letter Carriers for the and ZIP Codes will be moving to the Minneapolis Main Post Office located at 100 S. 1st St., Minneapolis, MN The Minneapolis BMEU will become part of the Twin Cities BMEU in the St. Paul Processing and Distribution Center (PDC), located at 3232 Denmark Avenue, Eagan, MN For the convenience of our smaller customers, an additional Twin Cities BMEU will also be opened at the Fridley Retail Site, located at 7440 University Ave NE Minneapolis, MN , on Monday, May 2, Customers will be limited to 6 pieces of rolling stock (such as All-Purpose Containers or APC’s) or 2 pallets of mail per day at the Fridley location. There are several conveniences to customers this change will allow, such as: Customers will no longer need to maintain accounts in both Minneapolis and St. Paul. A single “Twin Cities” permit will be honored at both locations. Mail entered at Eagan will go directly into processing without the need for transportation to another facility. For those currently mailing in both cities, only one stop will be needed to enter all mailings.

Twin Cities BMEU Two Locations, One Account 3232 Denmark Avenue, Eagan Hours: 9:30am-6:00pm (Standard Mail) 9:30am-7:00pm (First-Class Mail) Twin Cities BMEU West 7440 University Ave NE, Fridley Hours: 9:30am-6:00pm (Standard Mail) Daily Volume Restrictions 6 Pieces of Rolling Stock (Hampers, APCs, etc.) 2 Pallets One of the exciting changes about this move is our ability to allow mailers to enter product at two separate locations while maintaining only 1 permit. Regardless whether you bring your mail to our Eagan or our Fridley location, after May 1 you will only need to have a single permit or Periodicals account. But more on that later. Note that our hours of operation remain the same as they are today. If you plan to bring your mail to our Twin Cities BMEU West location in Fridley, please also note that we will need you to limit the amount of mail presented. Since all mail that is to be accepted there will need to be staged for transportation to a processing facility, we will only accept up to 6 pieces of rolling stock or 2 pallets of mail per day. Also note that rolling stock is not available for pick up at Fridley. All MTE must be picked up at the Eagan facility. (More on that later)

The last day to make payments and enter mail at the Hub location is Friday, April 29, 2011. The Twin Cities BMEU Satellite in Fridley will open on Monday, May 2, 2011 Customers may transition to the Twin Cities BMEU in Eagan prior to April 29. We are already in full operation at the Twin Cities BMEU in Eagan and welcome you to present your mail there as soon as possible. Mail accepted there goes immediately into processing. If you are going to bring your mail to Eagan before May 1, there are some things Minneapolis mailers should keep in mind. Most notably, we cannot immediately process deposits to your account. We will still accept your check for payment but it will not post until the following business day. This is because our accounting system will not be able to tie both locations together until May 1. However, your mailing will still go out the same day it is presented. Permit Annual Fee payments (bulk mail, First Class, etc) Payments may be made at Twin Cities BMEU in Eagan, or Twin Cities BMEU West (Fridley Retail Facility), or Mailing Address provided on your fee renewal invoice (PO Box , St. Paul, MN ) Deposits to Accounts: (Permit Imprint, Periodicals, and Permit Additional Postage) May be made at either Twin Cities BMEU location (Eagan or Fridley) One of the improvements to the customer experience is the simplification of the payment process after May 1. Payments may be accepted at either BMEU site or by mailing your payment to the address on your fee renewal invoice. This is also true of deposits to your accounts.

10 Twin Cities Permit One Permit; Two Cities
“Twin Cities” Replaces “Minneapolis” or “St. Paul” Coincides with Changes to BMEU Allows Other Offices to Locate Original Entry Office Change Made Only to Indicia You have probably already noticed we no longer refer to the BMEUs as “Minneapolis” and “St. Paul”. With the change to a single accounting system for both cities, we are changing the names of our two BMEUs to reflect that. They will be known as Twin Cities BMEUs. We are stepping away from the Minneapolis and St. Paul differentiation and will be asking you to do the same as you move forward with us. Over the coming months, we will be migrating all mailers in Minneapolis and St. Paul to change the city name on your permits to “Twin Cities, MN”. This will aid other USPS offices across the nation in tracking information back to our entry location. Of course, we will give mailers ample time to exhaust current Minneapolis or St. Paul stock you may have on hand and there will be no requirement to change the return address. Minneapolis PostalOne! will be Eliminated Postage Due and Business Reply Mail not affected Balances and Fees will Automatically Transfer to the Current St. Paul Finance Number CAPS Accounts Will Also Move Automatically Duplicate Permits Mapped to New Numbers Permits Already Exist in St. Paul St. Paul Finance Number will Become Twin Cities Why Change? Other Option: Two Systems in Each Location St. Paul Finance Number Became Host Due to Timing Effective May 1, the Minneapolis Accounting System will merge with our St. Paul system. In USPS terms, we talk about these cyberspace locations as Finance Numbers and it will be easier for me to explain using that terminology so please bear with me. Each city that hosts a PostalOne! Accounting system has its own unique finance number. This allows us to track the transactions (mailings, deposits, fee payments, etc.) back to the correct USPS location. What we are doing with the Twin Cities BMEU is actually combining the Minneapolis and St. Paul finance numbers into one. This will eliminate the Minneapolis finance number in regards to bulk mailing but WILL NOT AFFECT Business Reply Mail or Postage Due mail. Therefore there is no need to change anything with your BRM account. We are working very closely with our accounting division in San Mateo, CA to make this change as seamless as possible. All Balances and Fees in Minneapolis will transfer to what had been known as the St. Paul finance number on Sunday May 1. For that reason, we can allow no activity in PostalOne! From midnight Saturday night (April 30) until Monday morning, May 2 at 8:00. If you have a CAPS account, it will also transfer to the new Twin Cities finance number. Your permit number will change to accommodate this merge. This is because there is already a permit with the identical number in the new host finance number and we cannot duplicate numbers within the same accounting structure. You may ask what our other options were. One thing they were NOT is customer-friendly. If we would have maintained the dual identity of Minneapolis and St. Paul BMEUs we would have had to maintain the two separate finance numbers. In addition we also would have had to make both finance numbers available for deposits and mailings in both Twin Cities BMEU location. (This is because we recognized that our largest mailers would be transitioned to the Eagan facility regardless of their city of origin.) Because of the limitations of our infrastructure this would require us to keep accounting hardware and software that could access both finance numbers. In essence it would mean we would have had a “register” for Minneapolis mailers and a separate “register” for St. Paul mailers at both facilities. We would then have to ensure the checks and mailings were entered into the correct locale. We also would have had to require that our mailers denote on each mailing and deposit whether they were paying for a Minneapolis or St. Paul permit. The short story is that we felt this would be too confusing for our customers and employees and would lead to a great number of easily avoidable errors. So we chose to merge the two locations. It’s simpler for you; it’s simpler for us. The main inconvenience is to our customers such as yourselves who will have to make this change in permit number.

BMEU Mail Processing (Origin Entry) 1st Class Mail processed at the P&DC in Eagan May be Dropped at Either Twin Cities BMEU Twin Cities BMEU: Twin Cities BMEU West (after May 1): Drop Shipments (Destination Entry) To give you an idea of how we have centralized our processing of mail, this shows where the individual classes of mail are worked. Even though you can present First-Class Mail at either Twin Cities BMEU, that mail will be processed in Eagan, as will our Periodicals and Standard Mail. For those of you entering your mail with an 8125 via Plant-Verified Drop Shipment, please note that Standard Mail drops are destined to the Network Distribution Center rather than the P&DC. FAST will be updated to reflect these changes effective April 22. Periodicals go to the P&DC in Eagan Standard Mail goes to the Network Distribution Center (NDC) at 3165 Lexington Ave. Eagan, MN FAST will be updated April 22

Will be smaller overall; same level of service Will likely start and end day at your facility Same people, only fewer of them Timeframe Change will take effect Monday May 2 Changes in District MDA, MSS, MBME to Eagan BSN remains at GMF As a customer housing a Detached Mail Unit (DMU), You will not see many changes but there are a few significant ones. You will still see familiar faces you are used to at your facility. The biggest change will be for those of you who have one of our employees on site for 6 hours or more right now. In those cases, our employees will be reporting to work and leaving directly from your facility for the entirety of their 8-hour shift. The clerks will be some of the same people you’ve come to know over the years. We are right-sizing the operation for our changing acceptance environment, but not bringing in a new staff. You will still have the same level of service you’ve come to expect. . The supervisory staff will also be smaller at Fridley. We will have a SBME on duty by 8:30am at the Fridley location M-F and a roving DMU supervisor who will work until 7:30pm. If you need to reach BME management outside those timeframes, the Eagan facility will have someone available until 11:30pm. The BSN will remain at our Downtown Minneapolis location (100 S 1st Street), but BME Management (Mailpiece Design Analyst, Mailing Standards Specialist and the Manager, BME) will all be moving to Eagan early this summer. We will keep you apprised as that move takes place.

Happily, this will have no effect at all. Whether you enter mail currently in Minneapolis or St. Paul – and whether you have Original Entry in Minneapolis or St. Paul – your mail will receive the In-County discounts relevant to your known office of publication just as they do today. Additionally, you can enter the mail at either Twin Cities BMEU, too. You will still see familiar faces if you come to the Twin Cities BMEU West at Fridley. The clerks will be some of the same people you’ve come to know over the years. We are right-sizing the operation for our changing acceptance environment, but not bringing in a new staff. You will still have the same level of service you’ve come to expect. At Eagan, we also have an experienced group of clerks, most of whom have several years of BME experience with large mailers. 17 MTE All equipment orders will be filled through the St. Paul P&DC
Customers will be able to access via or telephone Orders placed by 10AM filled in 24 hours Telephone Number: Hours to Call: Mon-Sat 7:00am-3:30pm Mail Transport Equipment (ie, trays, pallets, sacks, etc.) will have orders filled through the St. Paul P&DC. Small volume mailers may pick up a limited number of trays and sacks at the Twin Cities BMEU West in Fridley. All rolling stock and large orders will be available at our centralized acceptance and processing location in Eagan. Customers may an order to anytime or may call between the hours of 7:00am-3:30pm Monday-Saturday. Orders received before 10:00am will be filled within 24 hours. Please pick up large orders at dock doors: DMU facilities will continue to have orders delivered by our Transportation office.

18 Convenience Deposit Points (CDP)
Customers must meet all of the appropriate mail preparation standards in order to drop their mail at Convenience Deposit Points (CDPs).  Maximum of 5 trays or sacks (properly presorted) per mailing, 2 mailings per day Must submit statements electronically Not eligible for Sectional Center Facility (SCF) or any other Entry Discounts CDPs will not have tray-sack labels or containers available for mailings If there are any errors with the mailing – mailer will have to go to Eagan BMEU to correct them To obtain a Service Agreement to use CDPs and get help with electronic statements: (651) through 2615, and 2648 If you typically give us very small (5 trays/sacks or less) per mailing, you may consider using a Convenience Deposit Point. Please note that this limits you to 2 mailings per day, that there are no entry discounts available (such as SCF) and that you must submit your statements electronically. To obtain a Service Agreement to use any of our CDPs and to receive help with electronic statements, please call through 2615 or Our mailing requirements staff is available from 8:00am-4:30pm Monday-Friday.

Access to the Business Customer Gateway Interface to all USPS Business Services Gateway is available for ALL business customers – large or small Centralized access to services under the IMb™ Full-Service and Basic options If you want to get started submitting electronic statements, you should log on to the Business Customer Gateway. The Business Customer Gateway creates a single, unified landing point for customers to access all of the Postal Service’s online business offerings. The Business Customer Gateway: consolidates USPS online offerings provides a centralized jumping-off point for access to all Business Services And it offers: an integrated business profile self-service focus to drive all process decisions self-service capability for Administrators to manage their own users access to all of your mailing accounts and transactions You can find the link to the Business Customer Gateway in the lower right corner of the USPS.COM® home page. The Business Customer Gateway is available for all business customers. The Gateway landing page offers information on the services available as well as general information and customer support links that are useful to mailers and postal customers. The Gateway homepage also presents task-oriented links which are now referred to as services. Once you are granted access to these services, direct links to the services are presented on your Business Customer Gateway homepage. 20
