3 Knowledge Center Social Europe Knowledge Center Social Europe has two main activities Informing the federations of the non profit sector and the Flemish regional authorities, among others department of wellfare, public health and family, about European Policy Informing and supporting non profit organizations (both public and private) in EU funds and projects

5 What are EU subventions? (1) EU programmes: Framework for 7 years 1. Multiannual Financial Framework 2007-2013: More then 100 subvention programmes with own objectives, priorities, … !2014 – 2020: New Framework for 7 years 2. Annual work plan: priorities for the work year 3. Call for proposals 4. Project Implementation

6 What are EU subventions? (2) 3 different types of grants 1. Project grants: call for proposals – projects / actions that are in the interest of the European policy 2. Operating grants: Operating costs for a European structure 3. Tenders: call for tenders issued by the European Commission for services, research, … + Projects via the European Parliament

7 What are EU subventions? (3) Different types of EU programmes 1. Structural Funds – cohesian policy: decrease socio-economic differences between European regions (ESF, EFRD, Interreg, …)  Managed by member states and/or regions 2. European programmes – mixed centralized / decentralized (Erasmus for All, …)  Some of the actions are managed by the member states, others by the European Commission 3. Community Programmes – Thematic programmes (EaSI …)  managed by the European Commission or by an executive agency of the European Commission

Each European programm has clear objectives  Match the own organisation objectives with the European policy priorities 3. Most of the time transnational: partnership with other EU countries (exceptional with non EU partners) 4. Dissemination and valorisation

9 What are EU subventions? (5) Some important financial characteristics 1. European grants finance projects – no structural funding 2. Subventions = repayment of eligible costs 3. Cofinancing – no profit 4. Prefinancing 5. One subvention per project

Specific budget for social innovation and social policy experimentation, i.e. testing of innovative policies on a small scale with the aim of up-scaling the most successful ones.
